Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making competitive temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted back to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

A bachelor's or higher degree.
COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.

Duties Description Must gain familiarity / attain competence in NYS WAP policies, procedures, and practices, pursuant with program requirements, and maintain competency.
Become proficient in NYS WAP utilized databases (SFS, PAGE, Wx Online Reporting application, etc.) and database related procedures for contract, budget, payment, and reporting processing for the NYS WAP Contracts and Reporting (C&R) Unit.
Review and process incoming payment requests and process in a timely manner in accordance with NYS WAP policies and procedures.
Interact with provider agencies, research/monitor their performance relative to their contract and assist in evaluating / addressing their training and technical assistance needs as requested.
Provide training and assistance related to the area of NYS WAP Contracts and Reporting to HCR Staff and subgrantees when requested and as assigned.
Represent HCR/NYS WAP as needed upon request at public events or conferences.
Perform research and analysis on provider agencies as needed, for successful contract and / or payment processing relevant to the implementation and operation of the NYS WAP C&R unit.
Draft letters, memos, other materials to communicate NYS WAP Policies and Procedures or other matters relevant to the implementation and operation of the NYS WAP as requested.
Assist in the development and improvement of WAP policies and procedures as assigned.
Generate reports as needed from the Weatherization database and other systems as necessary.
Prepare or assist with any additional report preparation, and deliver other verbal and or written assignments, as requested by program management.
Assist the Manager of Program Operations, Supervisor of the Contracts and Reporting Unit and the WAP AVP in meeting the needs of the WAP as requested.

Candidates who are brand new to state service will start at the hiring rate of the position which is $49,363.
