**Public health and related health systems are defined as systems that assess and monitor population health status to identify population health problems; diagnose and investigate population health problems and health hazards in the community; promote health through influencing modifiable risk behaviors; prevent injury and disease; conduct surveillance and control activities; educate people about health issues; research new and innovative solutions to health problems; mobilize community partnerships to identify and solve health problems; develop policies and initiatives that support individual and community health efforts; enforce laws and regulations that protect health and ensure safety; link people to needed services and assure provision of health care; evaluate the effectiveness of interventions and services; and/or participate in quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations.

Examples of qualifying experience include, but are not limited to, experience as a public health nurse at a local county health department, public health organization, or public health policy or advocacy organization; infection control nurse; or a nurse performing education and outreach on public health. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Examples of non-qualifying experience include, but are not limited to, discharge planning, utilization review, treatment plan development for individuals in community or congregate settings, and experience in a health regulatory organization determining entities' compliance with laws, rules, and regulations. Experience in a health insurance company, health maintenance organization, home health care organization, or private physician's office is also considered non-qualifying.

Preferred Qualifications: Experience in public health which may include oversight of a public health program or initiative, experience in the field of refugee, migrant or Immigrant health. Excellent written, verbal and organizational skills; ability to coordinate and complete multiple activities and knowledge of delivery of health care to immigrants. Public health field experience, and experience working with health care providers ; field experience with site visit travel .

Duties Description This position will provide clinical guidance to the Refugee Health Program. Program has created a network of 16 contracted health care providers and an informal partnership with a number of additional providers and provide guidance to these providers on the health care delivery system and provide technical knowledge to assist with all activities within the program. Additionally, will assess and monitor refugee health status by providing regular quality assurance measures; quarterly review of a sample of refugee health assessments submitted by Refugee Health Providers; provide feedback and serve as a liaison to other NYS programs support refugee health as well as understand and interpret Federal guidance that impact refugee health standards of care.

Additional Comments Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in this title.

Currently, Civil Service has approved for this title, an increased hiring rate equivalent to the step four of the PS&T, G-24 salary schedule, and an additional $20,000 geographic pay differential.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
