EXPERIENCE: Minimum of 4 years of experience in public health administration or emergency medical services; Proven experience in policy development, regulatory affairs, and project management; Demonstrated experience in leading and managing teams. SKILLS / KNOWLEDGE / ABILITIES: Strong understanding of public health laws and regulations; Proficiency in data analytics and business intelligence tools; Excellent strategic planning and project management skills; Strong leadership and team management abilities; Effective communication and stakeholder engagement skills; Ability to develop and implement innovative solutions in a dynamic environment.

Duties Description The Assistant Chief Health Planner (27) serves as the director of the Policy and Strategy Branch within the Bureau of EMS Administration. This high-level management position is responsible for overseeing the Project Management Unit, Regulatory Affairs and Policy Unit, and Analytics and Research Unit. The role involves developing and implementing strategic plans, coordinating unit activities, and fostering a culture of continuous improvement and innovation. The Assistant Chief Health Planner leads the development and evaluation of policies and regulations, oversees complex projects and data analytics, manages stakeholder engagement, and provides executive leadership to branch staff.

MAJOR FUNCTIONS & ASSOCIATED DUTIES

Strategic Leadership and Branch Oversight: Serve as the director of the Policy and Strategy Branch, overseeing the Project Management Unit, Regulatory and Policy Unit, and Analytics and Research Unit; Develop and implement high-level strategic plans and initiatives for the branch; Coordinate and integrate the activities of the three units to ensure alignment with the overall goals and objectives of the Division of State EMS; Foster a culture of continuous improvement and innovation within the branch.

Policy, Strategy, and Regulatory Affairs:Lead the development and evaluation of overarching policies, regulations, and strategies related to emergency medical, trauma, and disaster services; Provide high-level guidance and recommendations on policy proposals and legislative actions; Oversee the implementation of regulatory policies and procedures, ensuring consistency with state and national benchmarks and standards; Draft regulations and policies to support EMS operations and ensure they align with strategic goals; Manage the regulatory adoption process, including stakeholder consultation, public hearings, and final approvals.

Project Management and Data Analytics: Oversee the strategic planning and execution of complex, high-impact projects, ensuring they meet scope, schedule, and budget requirements; Facilitate the identification and allocation of resources for key project activities; Monitor and review project progress and performance, implementing corrective actions as necessary; Guide the development and utilization of business intelligence solutions and data analytics to inform high-level decision-making; Ensure the integrity, accuracy, and strategic use of data in reports and presentations.

Stakeholder Engagement and Communication: Represent the division in high-level meetings with other divisions, departments, and key external stakeholders; Facilitate strategic communication and collaboration with external partners and public health entities; Develop and deliver high-level presentations, reports, and updates to internal and external audiences, including senior management and executive staff; Oversee the preparation and submission of comprehensive reports and policy proposals.

Staff Services and Development: Provide executive leadership and strategic guidance to branch staff, promoting a high-performing and collaborative work environment: Identify and address strategic training needs and professional development opportunities for branch staff; Conduct performance evaluations and manage personnel actions as required; Plan and oversee follow-up studies to measure the impact and effectiveness of branch initiatives; Ensure alignment of the branch’s activities with state and national benchmarks and standards

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
