Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent, or contingent-permanent, competitive, service as a Health Program Administrator 2, SG25 OR current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title at or above SG23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: EXPERIENCE: A minimum of 4 years of progressive experience in public health administration or a related field; Experience in a leadership or management role overseeing multiple teams or units; Proven track record of developing and implementing policies and procedures; Experience in management, including recruitment, performance evaluation, and staff development. SKILLS / KNOWLEDGE / ABILITIES: Strong leadership and strategic planning skills; Excellent communication and interpersonal skills; Proficiency in project management and process improvement methodologies; Ability to manage multiple priorities and meet deadlines; Knowledge of state and federal regulations related to emergency medical services; Proficiency in data analysis and research to inform policy development; Ability to work effectively with diverse stakeholders and build collaborative relationships.

Duties Description The Health Program Administrator 2 (25) serves as the Branch Director for the Central Administration Branch within the Bureau of EMS Administration. This position is responsible for providing strategic direction, leadership, and oversight to ensure the efficient and effective operation of the Administrative Services Unit and the Council Operations Unit. The Branch Director will develop and implement policies and procedures, manage recruiting and fleet operations, coordinate state council meetings, and oversee internal policy development and process improvement initiatives. Additionally, the role involves supervising and developing staff, ensuring compliance with regulations, and maintaining effective communication and collaboration with various stakeholders.

MAJOR FUNCTIONS & ASSOCIATED DUTIES
Strategic Leadership and Branch Oversight: Provide strategic direction and leadership for the Central Administration Branch, ensuring alignment with the overall mission and goals of the Division of State Emergency Medical Services; Oversee the operations of the Administrative Services Unit and the Council Operations Unit, ensuring efficient and effective service delivery; Develop and implement branch policies, procedures, and initiatives to improve operational efficiency and effectiveness; Monitor and evaluate branch performance, making adjustments as necessary to meet objectives and ensure compliance with regulations.

Administrative and Operational Management: Oversee administrative management functions, including recruitments, interviews, performance evaluation coordination, and employee training records; Manage fleet operations, ensuring the efficient and safe use of vehicles; Supervise executive correspondence management, ensuring timely and accurate responses to inquiries; Ensure compliance with FOIL requests and maintain comprehensive records management systems; Liaise with the call center to address and resolve operational issues and improve service delivery.

Council Operations and Coordination: Direct the coordination of state council meetings (SEMSCO, SEMAC, STAC, EMSC), including agenda preparation, logistical arrangements, and compliance with regulations; Oversee the vetting of new council members and maintain records of member qualifications.; Ensure effective communication and collaboration with regional EMS councils (REMSCOs), regional EMS advisory committees (REMACS), and regional trauma advisory committees (RTACS); Oversee EMS memorial activities, ensuring respectful and organized events.

Policy Development and Process Improvement: Lead the development and review of internal policies and procedures for the division, ensuring they are comprehensive and align with best practices; Conduct process reviews and implement process engineering documentation to improve operational workflows and efficiencies; Collaborate with stakeholders to gather input and feedback on policies and procedures, ensuring they meet the needs of the division; Ensure the division's operations are compliant with state and federal regulations, policies, and standards; Conduct research and stay informed about industry trends and best practices to guide policy and process improvements.

Staff Services and Development: Supervise, mentor, and support branch staff, fostering a positive and productive work environment; Coordinate recruitment, hiring, and onboarding processes for new staff, ensuring the selection of highly qualified candidates; Conduct performance evaluations and provide feedback to staff, promoting professional growth and development; Identify and coordinate training and development opportunities for staff to enhance their skills and knowledge; Manage employee relations, addressing concerns and resolving conflicts in a fair and timely manner.

Additional Comments All Division of Emergency Medical Systems staff may be required to perform regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (day to weeks), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
