Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2.


Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid and/or Medicare. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as WMS, eMedNY and NYSOH Back Office. Supervisory experience is a plus.


Duties Description The Medical Assistance Specialist 2 (MAS 2) will work within the Division of Eligibility and Marketplace Integration’s (DEMI) Bureau of Long Term Care/SSI-Related Populations. Duties may include, but not be limited to, the following:

• Develop, interpret and implement Medicaid eligibility policy for the Bureau’s areas of responsibility, which include Medicaid eligibility policy related to SSI-related budgeting and the Aged, Blind and Disabled populations such as individuals requiring long term care services, community-based long term care, waiver services, the working disabled, individuals with excess income (Spenddown program) and individuals eligible for a specialized program serving those with cancer diagnoses.
• Assist in development and implementation of various projects, including but not limited to: ""Unwind"" of the federal public health emergency and implementing associated policy and system changes; transition of the SSI-related and other special populations to a new state-based eligibility system and development of related business rules; and support for initiatives related to Medicaid fair hearings, and audits of Medicaid eligibility determinations.
• Assist in development and implementation of policy communications (Administrative Directives, General Information System messages, Local Commissioner Memorandums and Medicaid Updates), State Plan amendments and waiver amendments, and provide subject matter expertise for the Aged, Blind and Disabled Medicaid eligibility and SSI-related budgeting policy areas and populations.
• Review and analyze federal and state legislation and federal policy directives, ensuring eligibility policy decisions and guidance are consistent with federal and state requirements for Medicaid.
• Provide guidance to local departments of social services, Department of Health staff, training, fair hearing and customer service personnel on Medicaid policy areas, and monitor consistent application and interpretation of policy.
• Respond to inter- and intra-agency, organization and private citizen inquiries.
• Maintain a broad understanding and competency in navigating various Medicaid program systems and subsystems, including the Welfare Management System (WMS), Client Notice System (CNS), Computer Output to Laser Disk (COLD), Imaging/Electronic Document Repository (I/EDR), New York State of Health (NYSOH) and related subsystems, and eMedNY.
• Provide supervision and guidance to subordinate unit staff.
