Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2

Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Medicare and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; experience using electronic data systems, such as eMedNY and NYSOH Back Office; and supervisory experience.

Duties Description Within the Division of Eligibility and Marketplace Integration, Bureau of Program Compliance and Audit the Medical Assistance Specialist 2 will serve as a team leader overseeing several types of program compliance and audit reviews for NYS’ public health insurance programs to ensure eligibility and enrollment practices are performed in accordance with applicable federal and State laws, regulations, and policies; assist New York State with timely and efficient implementation of continuous coverage unwind operations; and provide ongoing support for the administration of New York’s health insurance programs.

Specific duties and responsibilities for this position may include but are not limited to:

• Providing supervision to professional subordinate staff; coordinating staff assignments, setting priorities and deadlines associated with the eligibility and marketplace integration functions related to various bureau reviews, quality assurance and/or audit activities, resolving issues as necessary, and reviewing, monitoring, and evaluating staff performance.

• Monitoring the status of all audits and reviews involving DEMI program areas, including ones conducted by the Office of State Comptroller (OSC), the Office of the Inspector General (OIG) and the federally mandated Payment Error Rate Measurement (PERM) audit.

• Liaising with appropriate State and Federal contacts to ensure adequate DEMI attendance at all audits related meetings/conferences. Coordinating DEMI responses to preliminary, draft, and final findings/reports, follow-up questions, and requests for status updates.

• Developing trainings and review protocols and written procedures that are specific to each review project and/or audit, including designing standardized review worksheets.

• Reviewing initial and peer worksheets completed by subordinate staff, performing quality control reviews/writing up findings and assigning finding codes for all cases, as needed.

• Draft correspondence to, and liaise with, local districts and NY State of Health staff, and external auditors concerning their review results; and

• As needed, providing technical assistance to internal review staff, as well as Department management, local social service districts and other State agencies. This includes steps such as assisting with root cause analyses and collaborating with program staff about policy decisions to resolve deficiencies and inconsistencies identified during the process.
