Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Program Administrator 1, G-23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid and/or Medicare. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus.
Duties Description Within the Division of Eligibility and Marketplace Integration, Bureau of Third-Party Health Insurance, Medicare Savings Program and Recoveries, the incumbents will assist New York State with timely and efficient implementation of continuous coverage unwind operations and provide ongoing support for the administration of New York’s health insurance programs.
Specific duties and responsibilities may include:
• Develop, implement and/or administer the ongoing operation of public health and health care regulatory programs, health insurance, or other initiatives
• Review and update records based on reports and information relative to the Medicare Savings Program (MSP), Third-Party Health Insurance (TPHI), Potential TPHI, BML inquiries, Managed Care lists, and Third-Party Liability (TPL) Suppression reports. Handle the more difficult and/or complex cases for review
• Oversee contractual arrangements between the agency and public health/health care service providers, county/local health departments, other agencies, or other health-related organizations such as health insurance providers, and furnishing technical assistance to and ongoing oversight of such programs or contracts
• Manage administrative aspects of a unit team within the Bureau
• Participate in the design, management, and administration of health care payment and health insurance programs
• Serve as liaison between the Bureau and NYSoH Customer Service Center, NYSoH Exchange Application Support, Office of the Medicaid Inspector General, and health insurance brokers as well as other entities.
• Prepare written material in the form of reports, correspondence, and other documents related to the program functions
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
