Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Experience interpreting statute, regulations, and/or guidance

Experience supervising and developing professional staff

Duties Description Within the Division of Health Plan Contracting and Oversight, Bureau of Provider Enrollment (BPE), the incumbent will perform duties and responsibilities related to oversight of the daily operations of the bureau. Working with BPE’s senior staff, this position will participate in various activities related to the function of the bureau and may be responsible for tasks such as, but not limited to:
• Supervising professional staff, as well as second level supervision of one or more enrollment teams.
• Mentoring, developing, and engaging staff in professional development.
• Assessing staffing needs and recommending staffing changes to leadership.
• Collaborating with various internal and external stakeholders to inform the development of policies and procedures for their functional area of responsibility. Functional areas may include:
o Systems (change requests, transmittals)
o Data analytics and reporting
o Training
o Communication (BML, letter development, eMedNY/DOH websites, etc.)
o Production
o Personnel
• Representing the bureau as a stakeholder for cross-departmental/cross-agency projects and assisting with or leading the management and implementation of such projects within the bureau.
• Assessing the need for and drafting policies, procedures, operational guidelines, and related documentation.
• Drafting clear and concise communications for a variety of audiences. Presenting information in front of internal and external audiences.
• Testifying on behalf of DOH as a provider enrollment subject matter expert for legal proceedings.
• Working on special projects as needed.
• Other duties as assigned.

Additional Comments Will be required to complete a full-time, on-site classroom training program for approximately three weeks at or near the beginning of employment in this position.

Will be required to process a minimal number of applications on a regular basis to maintain familiarity with the process.
May involve travel beyond usual work hours if required to testify.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
