BASIC FUNCTION:
The Deputy Director, Subsidiary Operations/Senior Advisor for Community Development will have a focus on the Harlem Community Development Corp and play a critical role in advancing the organizations’ mission to foster community growth, economic development, and social impact within the Harlem community and beyond. Working closely with the ESD Real Estate team, the Deputy Director will oversee day-to-day operations and drive the implementation of key initiatives. Additionally, the Senior Advisor will advise ESD executive staff on subsidiary and community development issues across ESD’s Real Estate Department portfolio.

WORK PERFORMED:
· Team Leadership and Development:
o Provide leadership and guidance to a diverse team of professionals, fostering a collaborative and inclusive work environment.
o Support staff development through coaching, mentoring, and professional growth opportunities.
o Foster a culture of accountability, transparency, and innovation within the organization.

· Operational Oversight:
o Oversee and coordinate the activities of various departments within HCDC, ensuring efficient and effective operations.
o Work closely with ESD’s Real Estate team on projects in HCDC catchment area.
o Develop and implement operational policies and procedures to enhance productivity, quality, and compliance.
o Monitor and manage department budgets, ensuring fiscal responsibility and resource optimization.

· Community Engagement and Partnerships:
o Cultivate and maintain strong relationships with key stakeholders, community leaders, government agencies, and partner organizations.
o Represent HCDC and ESD in community meetings, public events, and collaborative initiatives.
o Collaborate with community members and organizations to identify community needs and develop innovative solutions.




· Program Development and Management:
o Lead the development and implementation of programs and initiatives aligned with HCDC's goals, including community development and small business support.
o Advise ESD Executive staff on community development issues and projects.
o Monitor program outcomes, evaluate effectiveness, and identify opportunities
for improvement.
o Identify and pursue opportunities through partnerships, and local resources sources.

Competencies:
· Strong communication (written and oral) and presentation skills
· Familiarity with state government operations.
· Ability to prioritize and manage an array of projects
Ability to actively listen and synthesize the information; communicate effectively with all levels of staff and external contacts
· Strong interpersonal, and relationship-building abilities.
· Ability to handle sensitive and confidential matters.

Minimum Qualifications Education Level required: Bachelor’s Degree in relevant area.

Experience Required: 7+ years with economic development, community relations. Public Sector experience strongly preferred.

Knowledge / Required Skills required: Excellent writing and communication skills.
