Duties Description This position will report through the Department of Engineer’s Office of Design
Structures Design Bureau in the Administrative Headquarters.
• The candidate will be responsible for providing professional engineering design services for various bridge repair, rehabilitation, and reconstruction projects of varying complexity in support of the Capital Program.
• The candidate will be responsible for preparing design reports/studies, plans, specifications, engineer’s estimates (PS&E), design calculations and other technical elements of a highway project.
• Will be knowledgeable of current New York State design standards and procedures including the Project Design Manual, Bridge Manual, Bridge Detail Sheets and AASHTO LRFD Bridge Design Specifications. Proficiency with MicroStation and Inroads is preferred.
• This position may also review and approve design work performed by technicians under
his or her direct supervision. Supervisory experience is preferred.
• Will be responsible for managing engineering design consultants. This will include, but
not limited to preparing scopes of services, tracking progress of the project and
evaluation of the consultant.
• Will provide construction support as the projects progress through construction.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service to a Grade 23 or above and eligible for transfer under Section 70.1* of the NYS Civil Service Law.
*All transfer candidates are required to have a NYS Professional Engineer’s license with current registration.?
NY HELPS Qualifications:
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

This position is eligible for additional annual components of pay which are as follows:
