BASIC FUNCTION:
The ConnectALL Office was established by the 20222 NYS Wired Act to transform New York State’s digital infrastructure and connect all New Yorkers through the internet. ConnectALL oversees five signature grant programs to invest over $1 billion to support the development of robust internet marketplace which will provide high quality, reliable, and affordable service across the state. Synthesize complex data and explain how the broadband and digital equity fields work today, how they should work, and how ConnectALL’s programs can contribute to that transformation of NYS.

WORK PERFORMED:
• Support the Senior Vice President in the direction of long-term strategy for ConnectALL.
• Develop organizational strategy and create new ideas and pathways.
• Advise the Senior Vice President on engagement with key stakeholders.
• Represent the ConnectALL office and its core programs in various settings, including at public events and other high-profile situations.
• Represent the Senior Vice President a task force and committee meetings.
• Support the Senior Vice President advance strategic initiatives outside of ConnectALL’s signature grant programs.
• Help the Senior Vice President and senior ConnectALL staff respond to time sensitive, complex requests.
• Brief elected officials and other key stakeholders on ConnectALL programs.

Minimum Qualifications Education Level Required: Bachelor’s degree. Associate’s degree with 7 years, direct relevant experience may substitute.

Relevant Experience required: Five (5) years of work experience with a minimum of three (3) years’ experience in one of more of the following fields: economic development, government, public policy, government affairs, organizational or campaign strategy, or related business or not for profit area.

Knowledge Required: Deep understanding of and experience with government and policy operations in New York State, regional, and local levels. Experience leading complex projects and collaborating across multiple teams or organizations. Experience strategically engaging with diverse stakeholders and negotiating complex political relationships with grace and diplomacy. Excellent communication and public presentation skills. Ability to travel in support of ConnectALL projects and stakeholder engagement events. Lead complex projects and collaborate across multiple teams or organizations. Demonstrate a passion for closing the digital divide in New York an ensuring that solutions pursued by ConnectALL are equitable and just. Organized and detail oriented, able to juggle multiple types of work simultaneously and quickly.

ALTERNATE MINIMUM REQUIREMENTS FOR INTERNAL CANDIDATES: A minimum of 5 years of satisfactory service in another (relevant) position with Empire State Development. Up to 2 years of accredited post-secondary education, or service in the U.S. military may be substituted for service at ESD.
