Minimum Qualifications Non-Competitive Promotion (NCP):
In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.

For Permanent Appointment:
•Reachable on current Civil Service eligible list for this title; OR
•One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Eligible titles include, but aren’t limited to: Administrative Officer 2, Human Resources Specialist 2 (Labor Relations), Human Resources Specialist 2, Payroll Analyst 2.


For Provisional or NCP Appointment:
One year of permanent competitive service as:
•A. Human Resources Specialist 2 (Labor Relations); OR
•B. Human Resources Specialist 2.
Please note, this mechanism for qualifying will be viable if the canvass of the eligible list for Human Resources Specialist 3 Labor Relations in this location results in less than three candidates willing to accept the position.

Duties Description Responsibilities include, but are not limited to:

•Assists with the implementation of collective bargaining agreements and represent NYSIF in labor management committees and subcommittees;
•Assess training needs of current staff, develop a formal training program for new Labor Relations hires;
•Supervise and train subordinate staff;
•Create a database of written documentation for current procedures;
•Provide expert advice and guidance to NYSIF Executive and managers in all labor relations matters;
•Investigate allegations of misconduct and incompetence, prepare and serve notices of discipline, conduct agency-level grievance and disciplinary interrogations;
•Seek counsel from the Office of Employee Relations, Department of Civil Service and NYSIF Counsel as needed in order to provide expert advice and assistance;
•Other duties or special projects as assigned by the Deputy Director of Administration.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
