Minimum Qualifications NY HELPS Minimum Qualifications:

A bachelor's degree in biology, biochemistry, chemistry, engineering, environmental health, environmental science, environmental studies, geochemistry, geology, health science, industrial hygiene, natural science, physical science, or public health AND six years of professional work experience with primary responsibility for investigating, assessing, or controlling the human health impacts of environmental or occupational exposures to chemical, biological or radiological agents, or physical hazards. Two years of this experience must have included technical leadership and supervision or oversight of technical/professional staff in a public health governmental agency.

A master's degree in a field listed above may be substituted for one year of the required general experience; a Ph.D. in a field listed above may be substituted for two years of the required general experience.

State Transfer Candidates: Current New York State Department of Health employee with permanent or contingent-permanent status as an Environmental Health Program Manager 3, M-4; OR current New York State employee with one or more years of contingent-permanent or permanent competitive service in a title at or above Grade 29/M-3, and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: The preferred candidate will have ten years or more of experience working in the field of radiation protection/health physics, including five years or more managing staff involved in radiation protection activities. They will have extensive knowledge of existing laws and regulations at both the State and federal level.

Duties Description The Environmental Health Program Manager (EHPM) 3 will serve as the Director of the Bureau of Environmental Radiation Protection and will be responsible for the development, direction, and implementation of all bureau programs on a statewide basis.
The Bureau of Environmental Radiation Protection is tasked with investigating and performing assessments on environmental radiation emissions and other radiation-related issues.
The EHPM 3 will be responsible for developing and enforcing environmental health regulations related to the licensing, inspecting medical, commercial/ industrial radioactive materials facilities. The incumbent will oversee radiation equipment facility registration and inspection; respond to incidents involving radioactive materials and radiation equipment; and environmental surveillance of contaminated sites.
They will also manage the collection and analysis of technical information relevant to the bureau’s programs and designs initiatives and intervention strategies to reduce risk from environmental radiation emissions and other radiation-related issues.
