Minimum Qualifications Non-competitive: seven years of experience in equal opportunity, diversity and inclusion, or human rights; OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.
PREFERRED QUALIFICATIONS:
Knowledge or training regarding the cultural barriers that exist for individuals in a protected class, such as due to race, creed, gender, gender identity, sexual orientation, national origin, or disability. The individual must also possess training or experience in advocacy for such individuals, and a high level of cultural competence – which is defined as awareness of one’s cultural worldview, attitude towards cultural differences, knowledge of different cultural practices and worldviews, and cross-cultural skills.
Duties Description The Equal Opportunity Specialist 2, Grade 23, is responsible for coordinating the implementation of activities to promote diversity, equity, inclusion, accessibility, and belonging at the Office of the Medicaid Inspector General. Specific duties may include, but are not limited to:
• Coordinating the implementation of diversity and inclusion, and equal opportunity initiatives, both within and in addition to the agency’s five-year Diversity and Inclusion Strategic Plan.
• Assisting the agency’s Bureau of Staff Development and Training with design and delivery of training and presentations on diversity, equity, inclusion, and accessibility as they relate to employment and provision of services, as well as reviewing other training programs for compliance with DEI principles and standards.
• Reviewing personnel actions such as hiring, promotion, and termination, to ensure fairness and equity. As appropriate, participate in interviews and review of candidate selections to ensure that equal opportunity and diversity is considered in the selection process.
• Participating in job fairs and other recruitment activities; researching, developing, and implementing opportunities to recruit, retain, and promote a diverse workforce – including use of networking, targeted outreach, social media campaigns, and web-based recruitment tools. Cultivate relationships with relevant sources of candidates.
• Developing relevant programming to enhance employees’ cultural awareness.
• Representing the agency at events, participating in interagency workgroups, and other forums.
• Coordinating and leading employee resource groups to exchange information and solicit feedback on policies, procedures, and practices.
• Maintaining and updating the OMIG internal DEIA/B page; researching and recommending content for public website.
• Producing reports and analyzing data related to agency demographics, accessibility, inclusion, and programs.
• Evaluating the effectiveness of current programs; developing, recommending, and implementing recommendations for improvement.
• Completing required annual reports, strategic plan updates, and other reporting.
• Working collaboratively with Human Resources staff; reviewing and/or making recommendations and/or determinations on requests for Reasonable Accommodations, including suggested alternatives to accommodations requested, when appropriate.
