Minimum Qualifications Education Level required: Bachelor’s degree in relevant area required; master’s degree preferred and/or equivalent experience in the business/not-for-profit sector.

Experience required: 8 years of full-time experience in the area of workforce development, adult and continuing education, training or closely related field. Must have demonstrated understanding and command of workforce issues and policy. Demonstrated experience working with businesses to develop workforce programs; and experience in supervision and team-based management and experience managing a diverse group of projects and staff.

Experience preferred: Specific to the area of workforce development, adult and continuing education, training or closely related field with experience in curriculum development leading and managing workforce development program contracts a plus (e.g., federally funded programs or WIOA program development and management). Experience with developing and implementing marketing and communication plans and material. Prior experience with programs or activities associated with traditionally underrepresented groups. Experience in industry, particularly in a statewide priority industry or growing sector such as advanced manufacturing, technology, renewable energy, biotechnology and life sciences and an ability to translate industry workforce needs into programs.

Knowledge required: Demonstrated in-depth and current knowledge of industry workforce challenges and ideas for better aligning economic and workforce development goals, initiatives, and resources. Excellent analytical, organizational, and planning skills with an ability to prioritize drive and complete multiple projects under stringent deadlines, and to respond to changing priorities is essential. Entrepreneurial and creative mindset and a strategic, systematic approach. Excellent interpersonal, influencing, written and oral communication skills essential. Demonstrated ability to build relationships with staff in the community and perform in a broad range of environments including academic and business.

ALTERNATE MINIMUM REQUIREMENTS FOR INTERNAL CANDIDATES: A minimum of 5 years of satisfactory service in another (relevant) position with Empire State Development. Up to 2 years of accredited post-secondary education, or service in the U.S. military may be substituted for service at ESD.

BASIC FUNCTION:
Work with ESD leadership to conceive, organize, promote, and implement an effective and cohesive “people” strategy for NY’s semiconductor industry. As a key leader within the Governor’s Office of Semiconductor Expansion, Management, and Integration (GO-SEMI), work with regional and statewide stakeholders on the alignment and development of workforce development policies and programs to support the attraction, growth and retention of NY’s semiconductor industry. Develop and drive outcome goals (e.g., supply-demand gap reduction in target occupations) that GO-SEMI and statewide training partners can impact directly. Work directly with GreenCHIPS projects/incentive recipients on developing and meeting diversity hiring goals.

WORK PERFORMED:
• Provide visionary and hands-on leadership to GO-SEMI’s strategy on workforce development.
• Build and maintain relationships and partnerships with governmental and quasi-governmental entities, business groups, trade, apprenticeship programs, community-based organizations, training and higher education institutions across New York State to refine and support ESD’s perspectives on opportunities and gaps related to NY’s offerings in semi-industry-standard curriculum and training resources and develop consensus around goals for new and existing training and education programs to expand the capacity of, and those that could be scaled.
• Plan and facilitate necessary community and stakeholder engagement discussions, meetings, and events to identify collaborative efforts and initiatives to address workforce development needs of the semiconductor cluster in NYS, including leading a cross-state semiconductor working group to ensure efforts are complimentary and not duplicated and that best practices are shared.
• Develop and maintain an industry-facing, statewide workforce inventory of training and education programs inclusive of completion and placement statistics/metrics to provide a persuasive business attraction/development message of how NYS is meeting the workforce needs of the semiconductor industry and doing so in a way that is equitable, inclusive and prioritizes beneficial outcomes for marginalized and disadvantaged populations.
• Provide input to ESD leadership and policy directors on best practices and outcomes from NY’s workforce investments and efforts.
• Work closely with the press office, web team and colleagues to ensure workforce development information is publicized and clearly communicated on the website and handle coordination of cross-promotion where applicable. • Maintain a working knowledge of semiconductor industry and workforce development trends.
• Public speaking and presentations at stakeholder events and public meetings.
• Support the development promotional campaigns on careers in the semiconductor industry.
• Present written and oral summaries of GO-SEMI workforce development activity to executive management.
• Coordinate with the Office of Strategic Workforce Development on funding and programs when relevant.
• Identify and hire additional workforce staff support needs as they arise.
• Other duties as assigned.
