Duties Description The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Information Technology Specialist (ITS) 4 (Database). Under the direction of the Manager of Information Technology Services 1, the Information Technology Specialist 4 (Database) will serve as the Cloud Server Engineer for the State Longitudinal Data System (SLDS) project. The SLDS project aims to modernize infrastructure and improve the interoperability to demonstrate proof-of-concept for a Statewide Longitudinal Data System, which ultimately integrates data from Pre-K through 12 grade, higher education, and workforce data sets. Duties of this position include, but are not limited to:
• Provisions and configures cloud server instances to host SLDS applications and databases;
• Implements and manages virtualized server environments on cloud platforms for SLDS;
• Optimizes server configurations for performance, scalability, and cost efficiencies;
• Monitors server health, performance, and resource utilization, and implements proactive measures to ensure uptime and reliability;
• Manages server security by implementing access controls, firewalls, and encryption measures to protect data and infrastructure;
• Performs regular backups and implements disaster recovery plans to ensure data availability and continuity;
• Collaborates with other SLDS and agency technical teams to integrate server infrastructure with SLDS applications and data sources;
• Troubleshoots server issues and preforms root cause analysis to resolve incidents and prevent recurrence;
• Automates server deployment, configuration, and management tasks using scripting and infrastructure-as-code tools;
• Provides guidance to support the SLDS team on cloud server best practices, and emerging technologies to continuously improve the SLDS operations and infrastructure;
• Collaborates with other program offices and state agencies to ensure alignment with overall organizational goals and state SLDS goals and strategies; and
• Manages all SLDS technical work using NYSED IT system tools, such as Atlassian Jira and Confluence.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 4 (Database).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess a current 55 b/c eligibility letter and ONE of the following qualifications:
1. Bachelors or higher level degree in any field including or supplemented by 15 semester credit hours in programming languages AND three years of experience in database programming or administration; OR
2. Bachelors or higher level degree in any field AND four years of experience in database programming or administration; OR
3. Associates degree* with 15 semester credit hours in a programming languages AND five years of experience in database programming or administration; OR
4. Six years of experience in database programming or administration; OR
5. Be a qualified employee of New York State Department of Education and have had ONE (1) year of permanent competitive or 55-b/55-c service as a Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), or Information Technology Specialist 3 (Systems Programming).

To qualify for consideration, the database programming or administration experience must have involved direction or performance of activities related to managing and maintaining enterprise database environments as well as the data contained in the databases. The experience must have included responsibility for designing, implementing, and maintaining database systems.

*Candidates who have completed at least 60 college semester hours in a bachelor’s degree program, including at least 15 semester credit hours in a computer science field, also qualify, but must meet the experience requirements as described in #3.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following qualifications:
6. Bachelors or higher level degree in any field including or supplemented by 15 semester credit hours in programming languages AND three years of experience in database programming or administration; OR
7. Bachelors or higher level degree in any field AND four years of experience in database programming or administration; OR
8. Associates degree* with 15 semester credit hours in a programming languages AND five years of experience in database programming or administration; OR
9. Six years of experience in database programming or administration; OR
10. Be a qualified employee of New York State Department of Education and have had ONE (1) year of permanent competitive or 55-b/55-c service as a Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), or Information Technology Specialist 3 (Systems Programming).

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Information Technology Specialist 4 (Database) when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.

This position leads to a salary of $117,875 based on annual performance advances.
