BASIC FUNCTION:
The Senior Program Manager has a dual mandate to manage ConnectALL’s Regional and Local Assistance Program, which supports government entities plan and implements innovative broadband, wireless, and digital equity projects. Additionally, this role will execute communication strategies and stakeholder engagement for ConnectALL programs.
WORK PERFORMED:
? Execute grant outcomes against program goals and identify improvements for future funding rounds.
? Build and maintain relationships with grantees to facilitate problem-solving, ensure compliance with program requirements.
? Collaborate with ConnectALL staff to ensure capacity building is timely and supports program implementation across the portfolio.
? Identify and execute strategies for effective stakeholders engagement and develop comprehensive communication plans for ConnectALL programs and initiatives.
? Cultivate strong relationships with internal and external stakeholders to advance opportunities.
? Lead content development for website, press releases, email campaigns, social media, and marketing materials.
? Develop consistent and scalable reporting requirements for stakeholder engagement across programs.
? Develop workflows and practices to implement ConnectALL’s CRM.
? Support development of best practices for grant and program management across ConnectALL programs and serve as a leader for other staff managing programs.
? Other projects as assigned by the Vice President.
Minimum Qualifications Education Level Required: Bachelor’s degree or Associate’s degree with 7 years, direct relevant experience may substitute.
Relevant Experience required: A minimum of 5 to 7 years of experience as a Program Manager leading large scale programs or other managerial position responsible for delivering complex projects.
Knowledge Required: Thorough understanding of project/program management methods and techniques and communicating with diverse stakeholders. Experience building new processes that are efficient and scalable and implementing process improvements. Skilled at advancing time-sensitive projects in coordination with multiple stakeholders. Experience managing sensitive relationships with diplomacy and discretion. Experience with grant application software or other CRM systems preferred.
ALTERNATE MINIMUM REQUIREMENTS FOR INTERNAL CANDIDATES: A minimum of 5 years of satisfactory service in another (relevant) position with Empire State Development. Up to 2 years of accredited post-secondary education, or service in the U.S. military may be substituted for service at ESD.
