Duties Description • Lead the agency’s performance evaluation program; maintain and evaluate related metrics; and develop and implement related goals and strategies.
• Evaluate reports and effectiveness in relation to the division’s established goals. Recommend new and best practice approaches. Prepare related communications and present report-outs.
• Ensure that all the Unit’s activities are consistent with Civil Service laws, rules and regulations, Office of Employee Relations (OER) policies, collective bargaining agreements and agency policies.
• Provide guidance on Special Salary actions.
• Prepare responses to FOIL and audit requests, as needed.
• Assist with developing and implementing HR-related trainings and communications to staff and managers.
• Monitor personnel transactions to ensure that they comply with Federal laws, New York State laws, and ITS’s policies designed to ensure that all employees receive fair and equitable treatment.
• Establish and maintain productive working relationships with Executive staff with which Personnel has day-to-day contact.
• Perform full range of supervisory responsibilities.
Minimum Qualifications Current New York State employee with one year or more of permanent, contingent- permanent or 55b/c service in a position allocated to a M-1/Grade 25 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
OR
Provisional Pending Exam Minimum Qualifications:
One year or more of permanent, contingent-permanent or 55b/c service as a Human
Resources Specialist 2 or an Associate Director Human Resources 1.
Additional Comments Fingerprinting and background check are required for employment with ITS.
