Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Mental Health Program Specialist 2, G-23 position in the Division of State Operated Children’s and Adult Services, Residential Services Unit. The incumbent will work under the direction of the Mental Health Program Specialist 3, Coordinator of State Operated Residential Services. Primary responsibilities include working with State Operated Child and Adult Psychiatric Centers to support and improve operational efficiency of our residences and the outcomes for the individuals we serve. Additional responsibilities include providing technical assistance, monitoring, information gathering and communication with assigned facilities. Knowledge of the continuum of mental health services, including state operated programs, who are helping people to transition from institutions into more independent settings is a critical skill/function.
Specific duties include, but are not limited to, the following:
• Act as primary contact for the Division to several State Operated Child and Adult Residential Programs and/or Facility Liaison to several State Psychiatric Centers, supporting our facility partners by leveraging available resources and agency experts to meet operational goals.
• Facilitate and participate in regular meetings with State Operated Child and Adult Residential Programs on current and future initiatives, individual cases, programming needs, barriers to movement and other areas impacting daily operations.
• Coordinate with other Central Office Divisions, and Field Office staff, to gather information and communicate guidance to State Operated Residential Programs.
• Work closely with designated Central Office staff to develop, support and implement person-centered recovery- based initiatives in State Operated Child and Adult Residential Programs.
• Utilize various databases and computer-based programs to track individual cases, examine system trends, develop reports and communicate findings to state operations leadership and facility partners.
• Assist with the coordination of movement of individuals through the continuum of state operated services to higher levels of independence.
• Routinely travel to State Operated facilities to perform site visits and oversight.
• Perform other duties and activities in support of agency and division goals as assigned
Minimum Qualifications Non-Competitive Appointment:
Candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.
A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can subsitute for one year of specialized experience.
Transfer:
Candidates must be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title.
