Duties Description The incumbent will provide personnel administration and management services. Duties will include, but are not limited to, the following:

•Advise program staff on matters relating to filling jobs, assigning staff, employee status, and related staffing areas as necessary.
•Liaison with Business Services Center (BSC) on transactions to be entered into the Human Capital Management System (HCM).
•Responsible for entering personnel transactions into HCM.
•Advise program staff on classification matters; research and analyze requests for new positions, reclassifications, reallocations and related classification matters, and recommend appropriate action; prepare classification requests and supporting documentation
•Research and prepare correspondence in response to inquiries from employees and the public.
•Administer decentralized examinations and coordinate and coordinate Department specific centralized exams.
•Handle special assignments such as development and/or administering new programs, conducting recruitment drives, conducting special studies, present personnel training courses, etc.
•Review performance evaluations. Provides advice and guidance to managers, supervisors, union representatives and employees about the performance evaluation process.
•Work with program managers to create internal and external job postings.
•Request and canvass eligible lists; review eligible list responses and provide list of candidates to program area.
•Travel occasionally, as required.

Minimum Qualifications *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Current Human Rights employee with permanent, contingent-permanent or 55b/c service as a Human Resources Specialist 1 and interested in reassignment; OR current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Human Resources Specialist 1; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 13 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.*

*Successful completion of a two-year traineeship leads to appointment as a Human Resources Specialist 1, SG-18.

Non-Competitive Minimum Qualifications:
Trainee 1: A bachelor's or higher degree.
Trainee 2: A bachelor's degree and one year of professional human resources experience.
Journey Level: A bachelor's degree and two years of professional human resources experience.
Substitutions: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to complete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
