Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Deputy Commissioner of Technology, within the Dedicated Support team, Office of Mental Health, Office of Mental Health Portfolio, the Manager of Information Services Technology 2, will be responsible for the oversight and management of the Business Application Solution staff supporting all OMH Central and Facility Applications. The incumbent will be responsible for overseeing technical needs of all OMH applications including projects, demands, new intakes/enhancements, and all aspects of application development and maintenance. Duties include, but are not limited to, the following:
• Manage/Oversee and provide technical leadership and guidance to application development teams (BAS team).
• Schedule, coordinate and facilitate team meetings to organize work and track progress.
• Supervise, mentor and guide staff, including the assignment and prioritization of work, approval of leave requests, completion of probation reports and the completion of performance evaluations.
• Leverage the Secure Software Development Life Cycle (SSDLC) for all activities, enforce programming standards, and coordinate work assignments.
• Perform/Enforce peer code reviews for application developers.
• Create accurate time estimates for the completion of technical documentation, programming, code reviews, unit test creation and execution tasks.
• Manage, track, coordinate, prioritize work related to all OMH application needs.
• Collaborate with OMH program areas to understand their operations, systems, and business functions.
• Schedule/Oversee bi-weekly status meetings with business users to provide updates, progress, issues and risks associated with demands, projects, and enhancements.
• Collaborate with all OMH dedicated teams such as PM’s BA’s, EIM, Cyber security, WPS, Governance and Architecture team.
• Participate and contribute to all strategic planning, governance and roadmap planning discussions with agency and ITS.
• Maintain application documentation/artifacts in repositories for easy access and information sharing.
• Perform a full range of supervisory duties for state and contract staff.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG29/M3, OR in a position at the SG27/M2 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
