Duties Description The incumbent will be assigned to the current and on-going initiatives with Workers’ Compensation Policy systems, participating in new and on-going application development efforts. The focus will be on application re-engineering efforts for a suite of policy administration systems including underwriting, premium audit, risk control, and billing systems.
Responsibilities include, but are not limited to:
• Participate in technology upgrades and processes enhancements for all existing PHS systems.
• Work on strategic and statutory projects.
• Be able to develop using C#, ASP.Net, .Net Core, MVC, HTML, CSS, JQUERY, JavaScript, Bootstrap, AJAX, PL/SQL, and Oracle.
• AJAX, PL/SQL, and oracle packages
• Lead small projects and tasks with little guidance.
• Guide and assist subordinate staff in resolving technical problems.
• Design/create websites, APIs, and batch processes.
• Be able to guide other staff and assist when they have issues with their tasks.
• Be able to follow Agile Project Methodology.
• Production support/Fix issues in a timely manner
• Follow NYSIF standards and procedures and enforce them.
• Work closely with the team to utilize CI/CD pipelines, automate deployments and streamline SDLC.
• Perform the full range of supervisory duties.
Minimum Qualifications • Reachable on current Civil Service Selective Certification list for this title; OR
• One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Eligible titles include but aren’t limited to: Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications); Information Technology Specialist 3 (Database); Information Technology Specialist 3 (Systems Programming)

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
