Duties Description POSITION DESCRIPTION:
Plant Utilities Engineer 2 is a working supervisor with direct responsibility for the operation, maintenance, troubleshooting, repair, testing and calibration of mechanical and electrical equipment providing heat, hot water, ventilation, air-conditioning, electrical distribution systems, fire alarm and sprinkler systems on campus and community programs
.
PRIMARY DUTIES AND RESPONSIBILITIES:
• Schedules staff to insure adequate coverage on all shifts.
• Assigns staff to maintenance and repair projects; observes and inspects work while in progress and when completed to ensure the proper use of materials, workmanship, that safety regulations and relevant codes are followed, that schedules are met, and that work is performed according to plan.
• May be required to supervise other trades or private contractors as needed for both campus and community.
• Supervises the handling of various types of hazardous materials, such as refrigerants, Freon, gas, fuel oil, solvents, antifreeze, biocides, nitrates, amines, ethanol, acids, caustic soda, regulated waste, and refuse.
• Supervises the servicing and maintenance of residential heating and air conditioning equipment.
• Supervises and conducts boiler, HVAC, and water systems testing, analyzing results, and adding chemicals to maintain proper residuals in boiler and piping systems.
• Operates and supervises staff in operation of high-pressure boilers, air handling equipment and refrigeration equipment. Duties include starting, regulating, and troubleshooting to maintain proper and reliable operation.
• Supervises operations and maintenance within an asbestos environment and/or supervise any asbestos removal project being carried out by other employees or private contractors ensuring compliance with code rule 56 and OSHA regulations.
• Works in confined space situations using personal protective equipment and supervise others working in confined space using personal protective equipment.
• Working knowledge of OSHA, PESH, EPA, DEC, Health, NYS Uniform Fire Prevention and Building Code and Labor rules and regulations as they relate to the requirements of the occupation, including oil spills, chemical spills, air quality, stack emissions, and water contamination.
• May require daily travel within the district, as well as some travel within NY State to assist other districts with special projects
• Supervises the response to incidents having potential environmental impact and/or safety concerns, such as chemical spills, oil spills and blowouts and may be called upon to implement evacuation plans in emergency situations.
• Candidate will be trained in the operation and maintenance procedures as related to Asbestos Containing Materials.
• Required to perform on call duties for required district.
• In the absence of Plant Superintendent may fulfill those duties and responsibilities.
• Will be required to train and supervise others.
• Will be required to plan and lay out work, develop time and material lists for projects assigned
• Will be required to read and interpret plans, codes, diagrams, architectural blueprints and specifications
• Travel required so must have valid NYS driver’s License.
Minimum Qualifications MINIMUM QUALIFICATION:
Promotional Qualifications:
• You must take and pass a Civil Service examination in order to be considered for this position.
Permanent Qualifications:
• Must currently be a permanent in the title of Plant Utilities 2.
OR
• Must be active and reachable on the Civil Service Eligible List.
Transfer Qualifications:
• New York State (NYS) employee with one year or more of permanent, contingent-permanent, competitive service as a Plant Utilities Engineer 2 (G-16).
OR
• NYS employee with one year or more of permanent or contingent-permanent competitive service as a Plant Utilities Engineer 1 (G-14) and eligible for transfer under Section 70.1 of the Civil Service Law.
PREFERRED QUALIFICATIONS:
• Working knowledge of the methods, materials, tools, and equipment used in the trade or trades to which assigned
• Working knowledge of the methods, materials and tools used in making mechanical and routine electrical repairs to heating, ventilating, air-conditioning, refrigeration, plumbing, pneumatic control systems and direct digital and other microprocessor-controlled systems.
• Working knowledge of safety standards and procedures
• Ability to understand and carry out written and oral instructions.
• Basic computer skills preferred.

OTHER: Please note, the posted Hiring Salary includes the sum of the statutory hiring rate for ISU Grade 16 ($61,297), along with any special salary treatments in effect for this position in this location, such as a Downstate Adjustment ($3,400). The posted maximum salary (Job Rate of $74,135) includes the previously Downstate Adjustment.
