Duties Description The Office for People With Developmental Disabilities (OPWDD) Enterprise Project Management Office (EPMO) is seeking a Project Manager 3 to coordinate and manage OPWDD's IT project portfolio. The position will work closely with the Chief Information Officer as well as NYS ITS. Under the direction of a Project Manager 4, and in collaboration with the CIO's office, the incumbent will monitor the health of the portfolio and manage projects through the full project lifecycle. This will be a collaborative role, working directly with other project and portfolio managers, as well as divisions across the agency. Duties include but are not limited to the following:
- Utilize industry best practices, techniques and standards to manage projects through the full project life cycle.
- Develop project schedules including defining tasks, identifying dependencies, assigning resources, estimating effort, and controlling the schedule.
- Actively analyze and manage interdependences between integration of project plans and processes.
- Escalate any issues by assisting in resolving project issues and determining remediation.
- Monitor, review, update and report on project and portfolio progress.
- Perform risk management throughout the project lifecycle to minimize impact to the project and escalate as appropriate.
- Manage communications to ensure all project stakeholders are kept informed on project needs, deliverables and outcomes.
- Define scope including identifying and clarifying the business need.
- Develop project charters.
- Recommend and implement process improvement opportunities for the project team and overall projects.
- Manage any change management activities.
- Manage, edit, and track applicable deliverables and work products.
- Maintain workplans, timelines and communication plans.
- Maintain project records, track timelines and develop status reports.
- Plan and assist in transitioning project to ongoing operations.
- Supervision and training of Project Manager 2s.
- Provide coaching, mentoring, and guidance around project management and facilitation skills.
- Attend appropriate courses, conferences, forums, and webinars to advance knowledge and understanding in project management tools and techniques and learn about best practices, including the agile methodology.

Minimum Qualifications Eligible List: Candidates must be reachable for appointment on the Current Civil Service Eligible List for this title.
OR
Transfer: Candidates must have permanent competitive status in the Project Manager 3 title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
