Duties Description Process and audit payroll transactions
• Review and independently audit payroll transactions submitted to NYS agencies and determine action based on various laws, regulations, collective bargaining agreements, business rules and procedures.
• Audit and enter all salary refunds, retirement system enrollment and involuntary deduction orders submitted by NYS agencies and judicial authorities into the payroll system; determine appropriate action based on regulations, business rules, and various laws.
Process and audit tax transactions
• Process and verify accuracy of tax refunds, tax adjustment requests, retirement contributions and refunds, retirement contribution balance adjustments, direct deposit returned items, and direct deposit stop payments.
Assist with State’s payroll process
• Prepare salary exchange schedules and use basic queries and other computer applications as assigned.
• Maintain budget certificates and budget director approvals for salary transactions.
• Coordinate the collection, distribution, and analysis of transaction correction sheets; ensure that correction sheets are properly completed prior to distribution to agencies; assist in the analysis of agency submission errors; and distribute correction sheets to agencies in accordance with established timeframes.
Provide payroll information to other agencies
• Provide agencies with basic salary information.
• Research and obtain salary history records.
• Assist with training presentations.
• Provide information about frequent agency submission errors and common agency questions for possible use in training programs.

For appointment to the Payroll Specialist 1 (SG-11), you must have:
• Two years of full-time business or human resources office experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders.
OR
• Thirty semester credit hours of college-level study AND one year of full-time business or human resources experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders.
OR
• Sixty semester credit hours of college-level study
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
For 70.1 transfer to a Payroll Specialist 1, salary grade (SG-11), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-09 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
