Salary RangeFrom $84156 to $106454 Annually
Duties Description 1. Conduct interdisciplinary reviews of applications for DEC environmental permits.
2. Evaluate and prepare reviews undertaken in accordance with the State Environmental Quality Review Act (SEQRA).
3. Provide guidance to the regulated public and other agencies on DEC permit jurisdictions and related matters.
4. Act on behalf of the Regional Permit Administrator to issue permit application decisions and SEQR determinations in accordance with regulatory standards, Department guidance, and Department policies.
5. Supervise Environmental Analysts and support staff within the Division of Environmental Permits.
6. Use a desktop or laptop computer to write e-mails, correspondence, and other written materials (e.g., permit decisions, SEQR documents, etc.).
7. Anticipated supervisory and permitting responsibilities will include management of the Region's Environmental Quality Team, but may vary depending on experience and regional need. Job duties may be modified in the future in response to workload and Department initiatives.
8. Assist in the development of environmental policy guidance and regulations.
9. Serve as Acting Office Supervisor in the absence of the Regional Permit Administrator.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Eligible for Transfer Under Section 70.1 - One year of permanent competitive service as an Environmental Program Specialist 2.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must be available for emergency response.
Must be able to lift and move objects up to 25 pounds.
The incumbent of this position will shadow the current Environmental Analyst 3. This is a six-month temporary budgeted item with the likelihood of leading to a permanent position. Details will be discussed at the interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
