Duties Description • Reviews complaints and referrals from other OSC Divisions, outside agencies, and taxpayers
• Develops investigative strategies and tools formulating a plan to pursue a potential fraud case.
• Performs research on the functions of the entity to be examined to determine its purpose, organization, funds involved, and applicable laws, rules and regulations governing its operation
• Assists in planning investigation/examinations activities, including specific tasks, and recommends examination schedule
Conducts Investigation of potential fraud
• Interviews targets, subjects, and witnesses
• Conducts surveillance
• Collects evidence using proper forensic procedures
• Assists in the execution of search warrants
• Conducts analyses of financial and other records
• Utilizes investigative and analytic tools and databases
Assists Law enforcement and administration agencies in pursuing matters of a potential fraud case.
• Prepares written records including case activity reports and summaries of Investigations.
• Performs analysis of relevant materials
• Regularly interacts and provides guidance to federal, state and local enforcement and administrative enforcement agencies
• Assists law enforcement and administrative agencies in obtaining relevant documentation and other evidence
• Testifies, as required, in legal proceedings
Minimum Qualifications A bachelor’s degree and four years of relevant experience
*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience
Additional Comments Preferred Qualifications/Desired Competencies:
• Strong interest in conducting fraud investigations
• Strong interpersonal skills
• Ability to collect, synthesize and analyze large volumes of information quickly, competently and efficiently
• Experience in interviewing witnesses
• Experience in interacting with the public and outside agencies
• Ability to communicate, both verbally and in writing, clearly and concisely
• Previous law enforcement experience preferred
• Ability to manage large, diverse caseload
• Knowledge of state and local government preferred
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
