Duties Description Under the direct supervision of a Senior Transportation Analyst in the Strategic Initiatives Unit, duties for the Program Research Specialist 1 (Transportation) will include, but are not limited to:
• Provide program and project support within the Public Transportation Bureau’s (PTB) Strategy and Development Section;
• Evaluate and recommend changes in transit program policies and project applications;
• Research, develop and review reports and studies on transit programs and projects;
• Provide technical assistance and training to NYSDOT PTB staff and external sub-recipients on program policies, procedures, and applications;
• Support technical assistance program for service planning and regionalization efforts by rural providers;
• Perform routine mathematical operations and analyze and interpret data, including tables, data sets, and other statistical information;
• Assist with presentations about transportation studies and issues;
• Analyze project and program accomplishments related to specific transportation system goals and objectives;
• Assist in developing, implementing, and maintaining systems, procedures, and manuals in support of planning activities, reports, and projects for internal and external use;
• Summarize data, including manipulation of data and information, to show the effects of different or altered variables on funding, projects, plans, and proposals;
• Prepare findings for supervisors, including recommendations and alternatives, demonstrating the rationale for conclusions and recommendations in final format;
• Represent NYSDOT PTB at meetings, conferences and other events, and may also present on transit-related programs and project activities;
• Support and assist work of other NYSDOT offices, bureaus, and external agencies on other studies and initiatives related to public transportation;
• Support external State and National partners (NYPTA, NYSERDA, CTAA, etc.) related to research, policy, and technical assistance related to public transportation;
• Support consultant staff engaged for PTB studies, research, and analysis; and
• Other duties as assigned.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). *
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Trainee Level 1:
A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics.
Your degree must have been awarded by a regional, national, or specialized agency recognized as an
accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree
was awarded by an educational institution outside the United States or its territories, you must
provide independent verification of equivalency. This information can be found at http://www.cs.ny.gov/jobseeker/degrees.cfm. Candidates are responsible for the evaluation fee.
Trainee Level 2:
A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling AND one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files
containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
Program Research Specialist 1 Full Level: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling AND two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law
Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NYHELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
