Duties Description As a Labor Services Representative, you would assist customers and provide a broad range of services to job seekers and employers both on an individual basis and through group presentations. You would interview customers to evaluate the nature of services desired, obtaining a complete work history including job experience, education, skills, salary ranges and job preferences. You would identify barriers to employment and develop solutions to these barriers. Intensive job placement assistance is key through developing skills-based resume, successful employment interview coaching, providing continuing job leads, conducting employment referrals and advocating for the job seeker when applying for a job. You would provide information on resources available through the Department of Labor.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.

Minimum Qualifications Minimum Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:

Labor Services Representative Trainee 1: A bachelor's* or higher degree.

Labor Services Representative Trainee 2: A bachelor's degree* and one year of experience providing employment, reemployment, training and labor market services to job seekers, employers, unions and other interested parties; examining unemployment insurance (UI) claims issues and making determinations to resolve complex or unusual problems related to eligibility for UI benefits; working for businesses that provide third party administration to assist employers in developing outreach, recruitment, and hiring strategies; or assisting jobseekers by matching their skills, education, experience and professional interests to available employment opportunities; assisting employers in complying with mandatory unemployment insurance registration, reporting and contribution requirements; or representing employers in presenting cases for unemployment insurance appeal hearings.

It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. 70.4 Transfer Qualifications: One year of permanent or contingent-permanent or 55b/c service as a Grade 11 or higher and a passing score on Labor Services Representative exam and a bachelor’s degree*

Note: Candidates must not have failed the most recent examination for this title. Appointments are made at the Trainee 1 level.

*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.
