Duties Description Create expenditure plans and matrices for contracts managed by the Center for Community Health (CCH). Monitor expenditures and assist in the development of spending projections. Create CCH fiscal and administrative reports. Procure goods and services, adhering to both State and HRI policies and procedures.
Draft B1184s for management review and approval. Review and track quarterly travel plans from programs, preparing for Center management approval. Provide training and technical assistance to CCH staff.
Review and process contracts, budget modifications, and vouchers. Ensure compliance with CCH, DOH, and HRI policies and procedures and funding-specific requirements. Serve as liaison with vendors and CCH program staff. Provide contract-related training and technical assistance to CCH staff.
Monitor and maintain the CCH Vendor Responsibility (VR) database and assist with vendor responsibility determination. Serve as liaison with the vendor and the Office of the State Comptroller to resolve any vendor responsibility issues.?
Monitor CCH shared mailboxes. Maintain and update job aids applicable to databases/tracking systems and provide technical assistance to CCH staff.
Assist in the coordination and compile various ad hoc reports and other duties as assigned.
Minimum Qualifications Reassignment: Current New York State Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS) or Health Program Administrator Trainee 2 (NS). Transfer: New York State employee with one year of permanent or contingent-permanent service in a title at or above a G11 and eligible for transfer to Health Program Administrator (G18) Health Program Administrator Trainee 1 (NS) or Health Program Administrator Trainee 2 (NS) under Sections 52.6 or 70.1 of the Civil Service Law. Public Candidates: qualified 55-b/c candidate in possession of a bachelor's or higher degree. NY HELPS*: Possession of a bachelor's or higher degree.
Preferred Qualifications: Experience with the Statewide Financial System and researching and implementing State and Federal regulations, policies and procedures. Familiarity with NYS purchasing policies and procedures. Experience with review and/or monitoring of contracts and expenditure-based budgets. Proficiency with MicroSoft Office 365 applications (Word, Excel, SharePoint, Outlook and Teams). Strong analytical, organizational and written and verbal skills are essential.
Additional Comments Contingent-Permanent, full-time appointment. Transfer candidates may be asked for a social security number to verify transfer eligibility. The position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeship salaries are non-statutory, resulting in Salary Grade 18 upon completion. *New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) - waives Department of Civil Service examination requirements for certain positions for a period of one year. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
