Duties Description Reporting directly to The Adjutant General, Executive Deputy Commissioner, Chief of Staff (State) or other appropriate Executive Staff, the Director MNHS administers the agency’s human resources activities, including recruitment, examination, and placement; position classification and compensation; and employee services such as employee benefits, health and safety, employee relations, and employee recognition programs for the agency. In addition, State HR is responsible for several taskings in support of the State Active Duty (SAD) missions, currently around 3,000 full-time service members. These include, but are not limited to, SAD payroll processing, Line of Duty (LOD) injury investigations, on-boarding service members to missions, providing policy and procedural guidance, and conducting SAD anti-discrimination investigations. Incumbent assists in strategic and workforce planning efforts and directly supervises and/or oversees the operations professional and administrative staff performing HR assignments such as position classification, staff development, employee services, employee and labor relations, employee payroll, SAD payroll, SAD Line of Duty investigations and/or SAD EO investigations along with ensuring recruitment, development, and sustainment of a competent workforce to achieve the agency's goals and objectives.
The Director MNHS has overlap in day-to-day duties and responsibilities as that of other agencies. Generally, directing classification, recruitment,
staff selection, placement, on-boarding, employee services, performance management, labor relations, workforce planning, and talent management programs, which typically include employee engagement and training and development. Additionally, DMNA has its own collective bargaining agreement (CBA) within NYS with the Civil Service Employees Association (CSEA) and is separate from civil service procedures and classification standards. The Director MNHS has significant added assignments associated with the New York Military Forces (NYMF) as over 20,000 service members must be in good standing and “military ready” to be called upon to perform SAD service. The data management, policies, procedures and overall processes for SAD is unlike any other state agency operations.
The breadth and depth of DMNA’s human resources functions includes a variety of position titles and diverse occupations, many of which are unique to DMNA; has a robust and diverse labor relations program which overlaps into SAD service and understanding federal rules and regulations; has its own CBA; has a broad geographic distribution of facilities and employees; is a key liaison for executive leadership for guidance and decision making; and has the challenge of overseeing various taskings associated with SAD activations. DMNA has a unique and complex agency organizational structure which has a combined workforce of state employees and SAD service members that falls within a large agency range (1,301-8,000 employees). Further, while there is currently an active SAD force of approximately 3,000, the reserve force of over 20,000 members, who may be called on for service, requires significant data management to ensure accuracy of personnel information in order for them to receive proper pay in the event of an activation.
The Director MNHS duties and responsibilities may include but are not limited to:
• Supports executive management’s vision by aligning human resources strategies with organizational goals.
• Serves as expert advisor to executive management on human resources issues.
• Represents the agency on workgroups, committees, and in other forums related to the classification, recruitment, and placement of staff, talent management, and labor relations functional areas.
• Serves as a key representative of the agency with the Office of Employee Relations, Division of Budget, Office of the State Comptroller, Executive Chamber, Department of Civil Service, Business Service Center and enterprise service providers on human resources issues.
• Utilizes human resources analytics to assess current and future competency and skill gaps and aligns the human resources function of the agency with its mission critical needs.
• Promotes talent development by evaluating and administering professional development and training programs for employees.
• Maximizes employee engagement by leading initiatives to engage employees and identifying methods to measure success or opportunities for improvement.
• Utilizes performance management principles and practices that monitor and accurately assess employee performance on a continuous basis.
• Proactively manages succession planning and implements documented knowledge transfer strategies.
• Analyzes labor relations trends and predicts issues.
• Works with Deputy and Associate Directors Human Resources and their staff to identify and clarify goals and objectives of each functional area.
• Sets priorities for pending or competing requests for information or services.
• Directs the recruitment, selection and retention of employees; the classification and allocation of positions; and employee-oriented services.
• Works with program managers to implement organizational changes and translates program area goals into specific assignments to appropriate staff.
• Oversees the processing and maintenance of employee and payroll records, which may be performed by an enterprise service provider; ensures compliance with applicable laws, rules, and regulations.
• Supervises the administration of the employee insurance program, pre-retirement counseling and education, and other employee benefits, which may be performed by an enterprise service provider.
• Oversees the on-boarding process for new employees.
• Collaborates with executive staff members to identify suitable candidates to fill vacancies.
• Directs the agency’s staff development and training program.
• Directs the agency’s labor relations program, which includes conducting negotiations, administering contracts, administering discipline and grievance procedures, engaging employee representatives in dialogue, and participating in labor/management committees meetings.
• Manages an effective employee relations program; implements an effective communication plan to keep employees up to date on organizational changes, new or modified policies and procedures, and other issues affecting the workplace.
• Ensures all human resources activities comply with federal and State laws, rules and regulations.
• Participates in developing and implementing a diversity and inclusion plan for an agency and/or its facilities.
• Participates in implementing organizational development strategies, including succession planning, leadership development, programs restructuring, and change management.
• Manages the development and maintenance of human resources data systems.
• Plans, directs, supervises, and coordinates the work of professional and administrative support staff.
• Has constant written and VERBAL communications with agency program managers, executive staff, and various managers within the agency or outside the agency. They develop rapport with program managers to establish confidence in the program as a useful management tool.
• Provides oversight and direction in several NYMF capacities associated with SAD missions to include SAD payroll, SAD LOD investigations and SAD EO investigations.
• Director MNHS functions at a policymaking level and serve as the spokesperson for the agency on human resource matters. Incumbents assign, review, and evaluate the activities of each major functional area.
Additional Job Requirements:
• Must be familiar with and be able to independently use commonly utilized software programs such as Microsoft Word, Excel, electronic mail (e-mail) and internet searches.
• Must have good verbal and written communication skills; be able to clearly and concisely prepare written documentation.
• Ability to read and write in English.
• Ability to get along with and interact well with different groups of people, including co-workers, management, both Federal and State personnel, and the public.
• Must demonstrate reliability, trustworthiness, and exercise considerable confidentiality.
• Working knowledge/experience of the principals and techniques of supervision.
• Attends and completes additional training as required.
• Travel will be required using various modes of transportation to include driving and/or flying.
• May require schedule adjustments and additional hours, especially during SAD activations.
• Other duties as assigned.
• SECRET clearance.
Minimum Qualifications Promotion: one year of service at M-3 or higher in a human resources, training and development, or labor relations title.
OR
A Bachelor’s degree from a regionally accredited college or university in Business Administration, Public Administration, Human Resources Management, Political Science or related degree; plus six (6) years of progressive, full-time experience in Human Resources or related title; at least two (2) years of full-time experience must have included supervision of subordinate staff.*
OR
An Associate’s degree from a regionally accredited college or university, in Business Administration, Public Administration, Human Resources Management, Political Science or related degree; plus eight (8) years of progressive, full-time experience in Human Resources or related title; at least two (2) years of full-time experience must have included supervision of subordinate staff.*
OR
Ten (10) years of progressive, full-time experience in Human Resources or related title; at least three (3) years full-time experience must have included supervision of subordinate staff.*
AND
As a condition of employment must successfully complete a state and federal background investigation process to determine suitability, loyalty, and trustworthiness and obtain appropriate clearance to allow access to computer networks and restricted areas. Currently, a SECRET clearance is required at the time of hire (in accordance with National Guard Bureau processes may be allowed to start before completion); other clearance may be necessary. SECRET clearance requirement may only be waived by The Adjutant General or his designee.
Must have and maintain a valid driver’s license to operate a motor vehicle in the State of New York. Must report any change in driver’s license status to the State Human Resources Office (MNHS) and supervisor.
Must be proficient in, and able to independently use Microsoft Office and other common software, specifically MS Word and Excel.
Within Ninety (90) days of receiving access to computer network, must successfully complete all required computer training such as Statewide Learning Management System (SLMS) or Statewide Financial System (SFS) requirements as related to job assignments.**
* Other combinations of education and work experience, including military, may be considered, however, candidate must demonstrate the combined education and years of experience related to the qualifications (10 years + supervision) and have direct relevance to the job duties noted above.

Additional Comments This position is not in the Classified Service of New York State but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service
Salary range: $137457 to $173664 Annually (M5 is the approved range)
