Duties Description The Centralized Complaint Intake Program, Case Resolution Unit is responsible for conducting off-site investigations, conducting quality assurance reviews of onsite investigations, and serving as a liaison with the Long Term Care Ombudsman Program (LTCOP). The incumbent will conduct impartial quality assurance reviews in accordance with Center policies and procedures. Ensuring the maintenance of a confidential process, the incumbent will review all relevant records related to complainant appeals and pertinent documentation related to the appeal. They may also conduct witness interviews. Using this information, the incumbent will determine whether evidence supports the on-site surveillance findings and make recommendations to address them, identifying the need to support and reeducate surveillance staff, if applicable. The incumbent will also identify potential areas for improvement and identify opportunities for better communication and training across programs, as well as identify any weaknesses in the governing processes or policies and make recommendations for improvement. The incumbent will serve on the Center’s Quality Assurance and Performance Improvement Committee, attending meetings as scheduled. As a member of the Committee, the incumbent will serve as a transformational leaders and support a positive work culture, identify opportunities for quality, process and performance improvement, provided expertise to guide projects, participate in specific tasks as agreed upon by committee members, identify opportunities for growth, provide timely feedback with request for information and participation and participate in ad-hoc subcommittees and workgroups in alignment with their area of expertise. As assigned, the incumbent will conduct off-site surveys of long-term care providers throughout the state, perform provider and patient interviews, review provider-developed materials for appropriateness, and collect evidence to support findings. As a member of an interdisciplinary team, the incumbent will assist in tracing and investigating complaints filed by members of the Long Term Care Ombudsman Program and facilitate discussions with Program staff to provide technical assistance and education in alignment with their area of expertise. The incumbent will complete other duties as assigned, including supporting support emergency preparedness activities and/or initiatives.

Minimum Qualifications Permanent Transfer Candidate: current NYS employee with one year of permanent or contingent permanent competitive service as a Health Systems Specialist 3, G-23 or current NYS employee with one of year of permanent or contingent permanent competitive service in a title Grade 21 or higher and eligible for transfer under Section 70.1 or Section 52.6 of civil service law.

Provisional Promotion Candidates: Current NYS DOH Employee or Office of the Medicaid Inspector General with one year of permanent or contingent-permanent, competitive service as: Community Nursing Services Consultant (Home Health Services), Fire and Safety Representative, Health Care Surveyor 2 (Nursing), Health Systems Specialist 1, Health Systems Specialist 1 (Emergency Medical Care), Health Systems Specialist 1 (Funeral Directing), Health Systems Specialist 2 (Physical Therapy), Health Systems Specialist 2 (Nutrition), Health Systems Specialist 2 (Social Work), Hospital Nursing Services Consultant, Regional Medical Care Administrator, Senior Nutrition Services Consultant, or Senior Sanitarian.

Preferred Qualifications: Ability to evaluate records against applicable laws and regulations and ability to gather data as needed for reports and recommendations. Excellent organization, interpersonal and oral and written communication skills. Ability to interpret regulations and policies and produce quality guidance documents for all audiences. Federal Surveyor Minimum Qualifications Testing certification. Ability to prepare reports and develop, implement, and maintain policies, procedures and educational trainings or other resources.

Additional Comments Provisional Promotion candidates will need to take and pass the next holding of the Civil Service exam and be immediately reachable on the resultant eligible list.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
