Duties Description The Local Programs Bureau oversees federal and state aid local programs which includes implementing federal aid guidance, policies, procedures and program administration. The Local Programs Bureau is responsible for technical and administrative oversight of federal and state aid programs via the Regions for local agencies and provides or coordinates training delivery for various procedures and programs. The selected candidate will serve as the CHIPS Program Coordinator and will provide oversight, analysis and coordination of various state programs managed by the Bureau. This position will assist the Bureau in directing payments and providing guidance to the Regions and municipalities on the requirements of state aid programs and other guidance as needed. Due to the nature of this position, the candidate will be required to report to the Main Office. Specific tasks include, but are not limited to:
• Program Coordinator for the Consolidated Local Street and Highway Improvement Program (CHIPS), PAVE-NY, Extreme Winter Recovery Program (EWR), State Touring Route Program and Pave our Potholes;
• Prepare presentations on state-administered programs and be comfortable with delivering these presentations in-person and answering questions to audiences of 200 or more on a regular basis;
• Review, analyze and develop CHIPS policies and procedures, and perform as the Department’s Subject Matter Expert for these policies and procedures;
• Run budget scenarios and final budgets based on set formula inputs for annual municipal program allocations;
• Respond to written and oral requests for information, eligibility and clarification from regions and municipalities;
• Prepare instructions for Regional staff and municipalities to implement policies and procedures, and update program guidelines, as needed;
• Review database files and payment documentation from the Regions and Localities for completeness and ensure reimbursements meet program eligibility criteria;
• Work with IT liaisons and Finance Office staff to process consistent and accurate quarterly payments;
• Track status of on-going events for project completion and reimbursement requests using database systems and the Statewide Financial System (SFS);
• Supervise program staff and conduct performance evaluations;
• Assist with updating program information and the annual CHIPS calendar;
• Assist with communication and training of state programs;
• Assist and supervise EBO system utilization for local programs and Multi-Modal activities;
• Assist with federal aid programs, as needed;
• Other related duties, as requested.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for transfer or reassignment in accordance with Civil Service Law.
Additional Comments Candidate should possess good communication and meeting facilitation skills, be familiar with contract, procurement and payment processes, Excel, and use of databases.
