Duties Description This position would be assigned to Region 3 Regional Administration and is critical to ensuring the Region’s compliance with applicable procedures, rules, regulations, and laws regarding personnel and fiscal responsibilities.
The incumbent will:
Assist the Regional Administrative Specialist 1 with personnel matters currently assigned to program managers and staff, provide support for the Regional Director and programs on an as-needed basis, and acting as back-up to the Regional Administrative Specialist 1 during absences.
Act as the IT Regional Coordinator entering various Information Technology Services (ITS) requests in the ITS Service Portal for the region for employee onboarding and offboarding, requests for new (or replacement) equipment (i.e. computer, cell phone), software or computer accessories, update email lists.
Be responsible for supervising fiscal responsibilities, including identifying problems and challenges, reviewing and analyzing current practices relating to revenue, accounts payables, receivables, FMIS, purchasing, and travel; create spreadsheets for bookkeeping and reconciliation activities, enter information into or retrieve information from FMIS and i-Expense, deposit checks; coordinate Region’s purchasing and travel cards; review unit or departmental financial forms such as vouchers for conformance with approved spending; maintain and process accounts receivable or payable transactions, compile and prepare financial data for budgetary purposes, reconcile accounts and resolve discrepancies.
Analyzes, compiles, tracks, and makes recommendations to Regional management on improving Regional compliance with Performance Planning and Evaluation, including mandated training.
Train staff on FMIS/SFS fiscal systems.
Supervise Office Assistant 2 responsible for fiscal related clerical duties and assist in coordination of all clerical staff with reception coverage.
Assist Operations with effective accounting and management of workload and funding sources, inventory controls, contract processing, purchase order creation and processing, invoice processing, spending plan management, and other related duties as assigned.
Develops and implements records retention and management program for filing, protection, and retrieval of records including electronic document management consistent with our Internal Controls policy and procedures.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC,
or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis,
or Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
or Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT
or Eligible for transfer under Section 70.1: Permanent competitive service as a: Senior Administrative Analyst, Program Aide, Senior Librarian, Secretary 2. Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, search ”GOT-IT.”
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligible): Bachelor's degree.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to lift and move objects up to 10 pounds.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
