Duties Description The Professional Engineer 2 (Civil)’s duties will include but are not limited to the following:

• Advises the Assistant Director of Financial Administration 3 and Capital Facilities Regional Managers on continuous efforts for the Albany Technical Review Team.
• Ensures quality assurance of construction documents, statewide standardization of material presentation, and internal cost estimating.
• Manages the day-to-day operations of the technical review team.
• Assigns, supervises and inspects work done by staff and contractors and reviews changes to meet field conditions for assigned projects and ensures deadlines are met.
• Provides technical expertise to subordinate staff daily and guides their work in the field to ensure work is conducted according to plans and specifications.
• Communicates with project managers on issues of clarification or to convey the need to make corrections to submitted documents.
• Works closely with capital management, the agency’s code compliance, and ADA directors.
• Serve as a project manager for Parks facilities and infrastructure from scoping, designing and procurement, to construction management and closeout.
• Supervise and guide staff in managing design of consultants and contractors.
• Carry out the directives of the Capital District Manager, as related to managing projects and staff.
• Conduct background research, site and facilities surveys; performing building/infrastructure systems condition assessments and preparing condition/ feasibility study reports with recommendations.
• Establish project scopes and estimates on existing or proposed new buildings and/or infrastructure; providing input into the agency’s capital plan.
• Manage and coordinate consultant design contracts; performing technical and constructability review and coordinating it with department leadership and regional administration.
• Track project schedules in relation to expected milestones and ensure that consultant workorders are completed on schedule and within budget.
• Prepare detailed reports on the projects’ progress, budget, and schedule.
• Perform engineering analysis and design calculations and preparing plans and specifications of varying complexity for all phases of design; preparing complete contract documents for in-house and consultant-designed projects.
• Perform value engineering to optimize work for the public’s benefit.
• Generate quantity take-offs and cost estimates for engineering projects.
• Sign and seal contract documents as needed.
• Undertake construction administration; conducting regular field visits to oversee construction activities including closeout and turnover.
• Attend meetings, prepare minutes, reports, and letters, and communicate with other departments, agencies, private engineering consulting companies and contractors.
• Coordinate project-specific interagency issues, such as permits, filings and approvals.
• Serve as a subject matter expert, technical leader and engineer of record on projects.
• Represent the Capital Bureau at interdepartmental meetings.
• Present projects to Executives and/or community as required.
• Participate in design standards development.

Minimum Qualifications If Civil Service Eligible list(s) exist, they will be canvassed. You may also apply if you are eligible for appointment by one of the following qualifications:

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Professional Engineer 2 (Civil); if you have less than one year, you must be reachable on the current Professional Engineer 2 (Civil) eligible list for this location.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Professional Engineer 1 (Civil). If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

70.1 Transfer Qualifications:
Candidates must have one year of permanent competitive or 55b/c service as a Transportation Maintenance Engineer 1 (Waterways) OR as a Professional Engineer 2 with one of the following parenthetical title designations: Civil/Construction, Civil/Geotechnical, Civil/Materials, Civil/Structural, Civil/Transportation, Electrical, Environmental, Industrial, Mechanical, Mechanical/HVAC AND possess a New York State Professional Engineer’s license and current registration.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Provisional Qualifications:
In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:

You must be a qualified employee of New York State and have had at least one year of permanent competitive or 55-b/55-c service as a Professional Engineer 1 (Civil) and you must possess a New York State Professional Engineer’s license with current registration.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Additional Comments The posted hiring rate includes the sum of the statutory hiring rate for PS&T Grade 27 ($103,784) and Geographic Pay Differential ($7,000). The posted job rate is the sum of the statutory job rate ($127,830) and Geographic Pay Differential ($7,000).

Operational Needs:

• At the time of appointment and as a condition for continued employment, you must possess a valid license to operate a motor vehicle in New York State.
• At the time of appointment and as a condition for continued employment, you must possess a New York State Professional Engineer’s license with current registration.
• Excellent communication and organizational skills.
