Duties Description Oversee voucher processing and contract management for new initiatives. Ensure accuracy of information submitted, follow up on issues as necessary, and facilitate timely payments. Develop policies and procedures related to OALTC procurement and train other employees in processing and following proper NYS regulations. Oversee all OALTC Temp. contract employees. This includes submitting the Request for Quotes (RFQ), facilitating interviews for candidates, negotiating rates with vendors, entering Purchase Requisitions (PR) into the State Financial System (SFS) to establish a Purchase Order (PO) for each temporary staff member, and overseeing the onboarding process. Utilize the Statewide Financial System (SFS) to oversee the routing and submission of Purchase Requisitions for equipment and contractual service needs while ensuring proper accounting and NYS procurement regulations are followed. Oversee queues in eSettlements within SFS and match exception reports; receipt invoices against their respective PO; approve both temporary personnel and contractual invoices for payment; ensure funding is available based on expenditure plans, B1184s and budgetary funding sources.
Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1, Grade 23.
OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: Experience in the Statewide Financial System (SFS) in both preparing and reviewing transactions, routing and submitting purchase requisitions, and working in eSettlements. Knowledge of voucher processing and purchasing activity including, but not limited to temp. services contracts. Experience training other employees in processing transactions and following proper NYS regulations. Advanced experience using Microsoft Excel, as well as strong communication and interpersonal skills.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
