Duties Description The Professional Engineer 2 (Environmental), located in Central Office – Albany, in the Division of Materials Management, Bureau of Waste Reduction and Recycling, will serve as the Supervisor of the Organics Reduction and Recycling Section. Specific duties will include:
•Supervising the professional staff assigned to the Organics Reduction and Recycling Section and managing all resources dedicated to the Organics Reduction and Recycling Section.
•Ensuring regulations, guidance, and polices associated with the Organics Reduction and Recycling Section’s programs are advanced and implemented in a timely manner.
•Ensuring appropriate outreach and education is advanced to promote organics recycling, organics waste reduction, and awareness of compliance obligations associated with regulatory programs managed by the Organics Reduction and Recycling Section.
•Ensuring that statewide compliance assurance activities are advanced to assess compliance, and correct deficiencies, associated with the Organics Reduction and Recycling Section’s regulatory programs.
•Ensuring all inquiries from the regulated community, general public, and other government agencies are provided accurate and timely responses.
•Overseeing the Food Donation and Food Scraps Law including associated grants programs, generator reporting, program annual report, establishing a designated food scrap generator list, compliance assurance activities, and developing supporting guidance and policies.
•Overseeing Part 361 regulations guiding the operation of organics recycling facilities including annual facility reporting, regional office support, and developing guidance and regulatory modifications as needed.
•Overseeing DMM’s program policy on Biosolids Recycling in New York State – Interim Strategy for the Control of PFAS Compounds and lead on any needed efforts to adjust policies or regulations.
•Building and maintaining expertise on industry trends and technologies to ensure a broad base of organics waste reduction and recycling knowledge.
•Providing technical assistance to DEC’s sustainability efforts.
Essential Functions:
•Demonstrate strong management and organizational skills and be capable of direct supervision of personnel.
•Capable of traveling to meetings and conferences as required. Able to represent the Bureau, or Division, at meetings, conferences and other public appearances.
•Proficiency in the use of personal computers and Microsoft office software/tools-- such as Excel, Word, PowerPoint, Sharepoint, Teams.
•Excellent communication and interpersonal skills. Relaying important program information to the general public, regulated community, and contractors effectively and professionally is critical.
•The ability to prepare detailed, accurate and well written materials and documents is necessary.
•Ability to develop strong work relationships with co-workers, and able to work in team settings as many job duties require working with department staff from central office, regional offices and other state agency/authority staff.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or
Transfer Eligible – One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law: Professional Engineer 2 (Civil), Professional Engineer 2 (Electrical).
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Telecommuting may be available, will be discussed at interview.
The starting salary for this position is $110,784. This amount is comprised of the base salary of $103,784 with an additional geographic pay differential of $7,000, specific to this title and location.
The job rate for this position is $134,830. This amount is comprised of the base salary of $127,830 with an additional geographic pay differential of $7,000, specific to this title and location.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
