Duties Description Standard Duties:

The Program Research Specialist 4 (Human Services) with Research and Statistics will perform the following duties, not limited to:

Manage the Departmental Survey Unit.

Organize and direct survey unit staff, including direct supervision of a Grade 23.

Report to and communicate with division leadership, acting as a primary contact person for unit.

Keep track of the 'big picture' and how it relates to the program area or the entire agency.

Maintain unit's Project Tracker.

Demonstrate excellent organizational skills.

Prioritize tasks with competing deadlines.

Assign work and relay information and requests to staff.

Train staff on advanced Word and Excel techniques.

Train staff on advanced Alchemer software techniques.

Train staff on Dedoose or similar software to analyze qualitative data.

Train staff on proper statistical techniques for drawing a sample and analyzing results.

Lead the design, creation and implementation of surveys and focus groups.

Lead meetings to help develop survey questions.

Lead meetings to help develop focus group questions.

Oversee the preparation of reports and dashboards to present materials.

Give presentations to management and others as needed.

Review material and make revisions and improvements.

Display attention to detail.

Demonstrate excellent writing and communication skills.

Work on special projects as requested.

Minimum Qualifications Competitive Minimum Qualifications:

Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Program Research Specialist 4 (Human Services); if you have less than one year, you must be reachable on the current Program Research Specialist 4 (Human Services) eligible list for this location if one exists.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Program Research Specialist 2 (Human Services). If 3 or fewer qualified Department of Labor Program Research Specialist 2 (Human Services) respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Program Research Specialist 2 (Human Services) without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 25 or higher determined to be administrative by Civil Service.

Provisional Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service as a Program Research Specialist 2 Human Services, Program Research Specialist 2, or Program Research Specialist 2 Economics Finance. The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Ability to initiate and maintain relationships across a diverse set of stakeholders.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
