Duties Description Coordination: Serve as agencywide Internal Control (IC) Coordinator and IC point of contact for approximately three dozen divisions, offices and regions around the state. Coordinate agencywide IC liaison group.
Communications, Writing, and Training: Plan and conduct multiple forms of clear, effective internal communications to provide information on IC and raise awareness of it among employees and within functional areas. This would include meeting with agency leadership, managers and program staff and preparing well-written reports, summaries, and analyses, and reshaping internal website IC content.
Knowledge: Maintain and apply up-to-date knowledge of State and DEC Internal Control (IC) policies, procedures, statutes and requirements as well as Committee of Sponsoring Organizations of the Treadway Commission (COSO) standards.
IC Review Process: Manage effective, compliant DEC IC review process, while working and communicating with all (approx. 3 dozen) DEC Programs and Offices. This includes work such as updating IC review forms, assigning the review agency wide, analyzing IC review reports, responding to IC review questions. Prepare Commissioner’s annual IC Review report to DOB.
Strategic Objectives, Risk and IC, Monitoring IC and Corrective Actions: Expand application of DEC strategic priorities to IC System. Assist in enhancing risk assessment and management with IC. Monitor agency IC performance and corrective action implementation, identify trends and associated risks, and foster implementation.
Critical Analyses: Overview agency IC review and testing approach and identify improvements needed. Analyze, compare and evaluate various courses of action to improve IC at DEC. Apply critical thinking and problem solving to IC data assessments and trends identification.
Coordinate database and data quality control: for Agency IC information past, present and future, including implementing any update to an automated system. Work with colleagues to enter all IC data.
Process Analysis: Participate in IC process analysis for continuous improvement in DEC control environment and system. Work with DEC Process Analysis Coordinator to identify IC-related process improvement needs.
Work collaboratively with Executive colleagues and Strategic Planning and Performance Management Team on IC and special assignments outside the direct IC area.
Minimum Qualifications Provisional Minimum Qualifications:
You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a:
Either: Internal Auditor 1 (former title: Senior Internal Auditor)
Or: Correctional Services Internal Auditor 2, Data Processing Fiscal Systems Auditor 1, Senior Abandoned Property Accounts Auditor, Senior Accountant, Senior Auditor, Senior Examiner of Municipal Affairs, State Program Examiner 1, State Program Examiner 1 (Fiscal), State Program Examiner 1 (Systems), or Tax Auditor 1.
Reassignment - Currently in the title and an employee of DEC or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 21 or higher and either:
Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.
or
Eligible for transfer under Section 70.1: Permanent competitive service as an Associate Accountant, Auditor 2, Financial Services Examiner 2, or State Program Examiner 2.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
