Duties Description Reporting to the Director of Human Resources, the Deputy Director for Employee Services will manage all operational activities related to onboarding and offboarding, employee benefits, time and attendance, and liaise with various stakeholders to facilitate the administration of these tasks. The incumbent will directly supervise professional staff who perform employee services and general support activities in onboarding, developing, and maintaining a competent workforce to achieve the Executive Chamber’s goals and objectives.

Specific duties include, but are not limited to, the following:

• Oversees or coordinates the processing and maintenance of employee and payroll records, and/or serves as a liaison with the Business Services Center (BSC) or other agency staff, as needed.
• Supervises the development and maintenance of a position or item control system to ensure the most efficient and effective utilization of agency staff.
• Supervises the processing of employee transactions to ensure compliance with Civil Service Law, rules and regulations. Supervises the preparation of payroll and administers the attendance and leave program with guidance from specialists in the Department of Civil Service.
• Supervises the administration of the employee benefits, employee recognition, and agency health and safety programs.
• Develops procedures to ensure the effective dissemination of all available employee services to staff.
• Plans, directs, supervises, and coordinates the work activities of subordinate professional and clerical staff.
• In collaboration with Director Human Resources or executive staff, ensures all human resources activities comply with federal and State laws, rules, and regulations.
• Acts as the Executive Chamber’s Workers’ Compensation administrator.
• Manages employees’ leave benefits and provides guidance for employees on various leaves (FMLA, child care, sick leave and leave without pay).
• Assists loaned staff by working with other HR contacts and BSC Time and Attendance staff.
• Oversees Personnel Action Request (PAR) management and tracking, including overseeing Chamber’s official roster.
• Reports on personnel and payroll data in response to FOIL and Counsel’s Office requests.
• Other duties as assigned.

Minimum Qualifications At least 10 years of progressively responsible experience in human resources, preferably in a government setting. Experience with benefits and leaves administration and HR transactional processing within a New York State agency strongly preferred. College study may substitute for up to four years of experience, with one year of undergraduate study equating to one year of experience. A relevant Master’s degree may be substituted for an additional one year of the general experience.
