Duties Description Under the supervision of the HFM Central Office Fiscal Director, the Veterans Home Finance Officer position is responsible for managing the program’s billing functions and fiscal functions, and preparing the revenue budgets for the five facilities, inclusive of revenue tracking, forecasting, and reporting. This responsibility includes: i) establishing and fostering a strong collaboration between the billing staff, the central office and the facilities, and ii) providing data and reports to each facility and the central office to support fiscal planning and monitoring of fiscal activities.

The Veterans Home Finance Officer is also responsible for developing and implementing strategies to maximize patient revenue and mitigate shortfalls. As such, over the short and long term, the selected candidate would work to achieve the program's goals which include:
• Evaluating billing and fiscal functions to determine the most optimal organizational structure
• Assessing the program's admission and debt collection processes
• Eliminating delays in obtaining Medicaid eligibility determinations
• Increasing reimbursement for short-term rehabilitation and skilled nursing care funded by Medicare
• Overseeing and managing HFM’s procurements which may include, but not be limited to:
? Managing the implementation of a recent Electronic Medical Retention System procurement
? Participating in the implementation of a developing Strategic Plan procurement
? Participating in the development and implementation of a program-wide Minimum Data Set (MDS) procurement
? Participating in the development and implementation of an accounting and auditing procurement
• Performing other fiscal or finance related functions as may be deemed necessary and appropriate by the HFM Fiscal Director

Minimum Qualifications Transfers: Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a position eligible for transfer under Section 52.6 of the Civil Service Law.

Open Competitive: bachelor’s degree in healthcare administration, business administration, finance, accounting, or a related field, AND five years of professional financial experience in a healthcare field. Two years of the experience must have been at a supervisory level. Substitution: master’s degree in healthcare administration, business administration, finance, accounting, or a related field may substitute for one year of the non-supervisory experience.

Preferred Qualifications: At least five years’ experience managing a substantive medical billing office or operation with demonstrated knowledge and competence in sustaining health facilities via multiple health insurance reimbursement systems – Medicaid, Medicare, Third-Party Liability, Private Pay, Group Health Plans, Retiree Coverage.

Documented interest -- through education or experience – in supporting health institutions in healthcare transformation projects that achieve both fiscal sustainability and a high quality of care.

Additional Comments The Office for Health Facilities Management (HFM) is the office within the Department of Health (DOH) tasked with overseeing the operation of four DOH operated Veterans Homes, Helen Hayes Hospital, and a Central Billing Office. HFM represents approximately 1,200 – 1,500 state staff, 1,025 certified beds, and an operating budget of approximately $190 million.

Position may be filled in other areas of the State within one of DOH's Veteran homes.

This position is part of the NYS HELPS program. No examination is required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
