Duties Description Oversee operations of the Region 2 (NYC) Marine Habitat Unit, including supervision of multiple, full-time marine biologists, ensuring work is performed in accordance with agency and Marine Division policies and regulations.
Conduct regulatory reviews of permit applications for marine construction and restoration projects in urban areas. Contribute special conditions to permits in accordance with DEC and Marine Division policies and procedures.
Conduct site inspections, sometimes in inclement weather, for proposed and permitted projects for consistency with Tidal Wetland regulations, preparing and communicating findings to internal and external personnel as needed.
Pursue violations of Tidal Wetland regulations, conducting site inspections and working with DEC Law Enforcement and Legal staff to negotiate settlements and mitigation.
Possess excellent communication skills, written and oral, required for frequent contact and communication with applicants, consultants, contractors, government officials, and the public on proposed projects, violation investigations, site inspections, and compliance conferences.
Provide testimony at permit and enforcement hearings.
Serve as Divisional and Regional representative on multi-agency working groups regarding tidal wetlands mitigation, multi-region and multi-agency renewable energy projects, and other large-scale projects.
Represent the Regional Marine Habitat Unit at internal and external meetings, clearly communicating agency and Marine Division interests and concerns.
Conduct tidal wetland delineations and field-verify tidal wetland boundaries delineated by consultants.
Develop annual Unit workplan reflecting agency priorities. Prepare and manage annual budget and expenditures ensuring consistency with agency policies.
Work in and around water with the potential to work from a boat.

Possess a valid driver's license and be comfortable driving in a dense, urban environment.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 23 or higher and
Eligible for transfer under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must be able to lift and move objects up to 40 pounds.
Telecommuting may be available, will be discussed at interview.
