Duties Description The Program Operations Specialist 4 (POS4) position will serve as the Bureau Director for The Division Statewide Services, Bureau Service Allocation, Research and Review (BSARR). The BSARR is responsible for leading various agency-wide initiatives to improve health equity, service allocation and service access. BSARR is a fundamental part of our strategic goals of transforming our system through innovation and change. The BSARR Director will ensure that data and research assist the agency in understanding service needs, as well as, any inequity and disparities in the system of care. The BSARR Director will maintain comprehensive and coordinated procedures for ongoing evaluation and oversight of care resource allocation so that the bureau follows and implements review processes dedicated to ensuring services are clinically and/or medically necessary and meet quality standards for safety, efficacy, value, and equitable accessibility for all individuals. BSARR has the responsibility for the review of care provided for individuals with intellectual/developmental disabilities (I/DD) to include all medical, behavioral health and related services rendered by providers with proficiency in service delivery with this population. BSARR is responsible for ongoing evaluation of services with a goal of improving quality of care for all individuals receiving OPWDD services. The BSARR Director will provide guidance to other division directors, by ensuring that the implication of assessment-based data on both service allocation and utilization is understood. The director will be called upon to provide review in high level clinical cases to offer opinion about expected service supports and allocations. They will be essential to helping other bureaus understand expectations of equity and review for disparities as it relates to their particular service domains.
The POS4, BSARR Director, will lead and support activities related to the following:
· Creates practices and policy that guides the workflow of the bureau and identifies quality initiatives that should be taken to enhance overall operations.
· Assures that practices and policies of the bureau adhere to regulatory standards and support the mission of equitable and appropriate service delivery throughout the agency.
· Ensure that authorized services are clinically and/or medically indicated.
· Ensure that delivered services are appropriate and consistent with diagnosis/es and level of care required for each recipient.
· Utilize the information obtained through OPWDD assessment tools to evaluate service authorization practices and review service allocation patterns for the population served.
· Create protocols related to gathering service authorization and utilization, data gathering, and ensure that utilization analysis is accurate.
· Interpret guidelines and instructions related to eligibility, enrollment, and service authorization from a quality assurance perspective; performs analysis for bureau and division-level staff; and makes recommendations for improvements tot system requirements.
· Provide information to assist with decision making related to care management and discharge coordination processes.
· Provide supervision, guidance, and oversight to subordinate staff; intervenes and resolve problems as necessary.
· Maintain confidentiality of personal health information.
· Assist with or conduct special projects, and complete other bureau tasks, as assigned, including but not limited to developing protocols for assigned substantive areas, analyzing bureau volume, identifying and summarizing performance indicators and making recommendations for increased bureau efficiency and effectiveness.
· Assist with developing and/or presenting trainings, as assigned.
· Other duties as assigned by the Division of Statewide Services.
PREFERRED SKILLS/EXPERIENCE
· A minimum of 5 years' experience within a Medicaid-based and/or OPWDD-specific service delivery system, with proficiency in the review and evaluation of both service authorization and utilization data.
· Evidence of Project Management experience related to a large and multi-disciplinary topic involving federal,
state, and local/voluntary agencies.
· Experience addressing programmatic improvements needed with plans of corrective action.
· Strong written and verbal communication skills.

Minimum Qualifications Competitive Qualifications:
Candidates must be reachable for appointment on the current Civil Service Eligible List for this title.
Reassignment Qualifications:
Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Operation Specialist 4. If you have less than one year, you must be currently reachable on the eligible list.
Transfer Qualifications:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
