BASIC FUNCTION:
The Director of Outreach is responsible for leading ConnectALL’s engagement and outreach strategy to support implementation of programs and other initiatives. Significant responsibilities include managing key relationships, producing and distributing outreach materials across different media, representing the ConnectALL at public forums, planning events, and meeting with public officials and key stakeholders.

WORK PERFORMED:
• Develop outreach strategy and plans so key stakeholders understand ConnectALL and are aware of the programs.
• Develop public presentations and other outreach materials to expand and increase awareness of and participation in ConnectALL.
• Develop newsletters, mass emails, and other periodic communications to advise the public and/or other stakeholders about the status of ConnectALL programs and projects.
• Coordinate with ESD communications department on announcements, message calendar, and public presentations.
• Maintain relationships with external stakeholders through the development of multiple communication pathways and the strategic allocation of staff time, including both direct reports and senior members of ConnectALL.
• Maintain lines of communication with ESD regional directors, Governor’s regional representatives, and other key officials and coordinate periodic briefings to update them on the status of ConnectALL.
• Ensure timely responses to outside correspondence to ConnectALL including requests to attend or participate in events.
• Coordinate meetings with external stakeholders, including preparing ConnectALL staff members to attend.
• Attend and/or plan public forums and other meetings in all areas of New York State on behalf of ConnectALL.
• Track public statements, media, news, and other public information relevant to ConnectALL.
• Manage outreach staff.
• Develop scopes of work for consultants and manage delivery, including for special events, development of outreach materials, accessibility services, and more.
• Other assignments as required by ConnectALL

Minimum Qualifications Education Level required: Bachelor’s degree in public policy/administration, Business, Engineering or related field. Associate degree with 7 years direct relevant experience may substitute.

Relevant Experience Required: Minimum 5+ years direct experience in one or more of the following fields: economic development, government, planning, public administration, or related business or not-for-profit area. Prior experience in an external relations, communications, or public affairs role. Demonstrated success leading and implementing a robust mission-driven outreach strategy across a constellation of stakeholders. Well-versed in leveraging different media to communicate with and motivate a broad audience. Proven record of cultivating high-value relationships to animate and mobilize stakeholders for collective action.

Knowledge required: Works well independently, collaboratively, and thrives in a fast-paced environment with non-negotiable deadlines. Skilled at advancing a high volume of work within a large organization. Must possess a growth mindset and is comfortable identifying resources to unblock obstacles. Organized and detail-oriented, able to juggle multiple types of work simultaneously and quickly context-switch. Must be able to think creatively and analytically to solve problems. Excellent written and verbal communication skills. Familiarity with business, non-profit, and governmental agencies and general knowledge of New York State’s geography, localities, and economies. Must have a passion for closing the digital divide in New York as well as knowledge of graphic design or related tools to generate public outreach materials. Understanding of relationship management databases or other contact organizational systems.
