Duties Description Support and Operational Activites
Under the supervision of a State Expenditures Examiner 2, performs the following:
o Supports the Bureau’s Help Desk and provides customer service and outreach;
o Processes payment cancellations, payment reissues, and wire payments;
o Tests and implements SFS enhancements/changes; and
o Analyzes and evaluates SFS processes and procedures to identify system defects within the PeopleSoft software, determines the impact of the defect on processing and identifies corrective action.
Examination and expenditure processing activities
Under the supervision of a State Expenditures Examiner 2, performs the following:
o Examines, supports, and completes operational activities related to the payment and approves expenditures processed using SFS; and
o Completes day-to-day activities that support expenditure processing within the Bureau.
Special Projects
Under the supervision of a State Expenditures Examiner 2, performs the following:
o Completes Bureau and/or Agency special projects, as needed (i.e., 1099 processing).
Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1of the Civil Service Law.
For 70.1 transfer to a State Expenditures Examiner 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Additional Comments Knowledge, skills, and abilities:
• Audit Concept – Candidate must be detail oriented and show aptitude for organizing and analyzing data. Prior experience in auditing or with audit-related concepts is a plus.
• Communication – Candidate must be able to communicate effectively verbally and in writing to other state agency representatives, vendors and OSC personnel.
• Leadership – Candidate must have leadership ability to skillfully lead assigned staff, if applicable. This includes creating a positive work environment and encouraging the team to be solution driven. Candidate must be able to motivate staff and ensure team is performing to required standards.
• Self Development – Candidate must demonstrate self-reliance, adaptability, versatility and ability to continually improve current skills and set appropriate goals.
• Technology – Candidate must be able to use technology effectively to accomplish tasks. Experience/familiarity with SFS is a plus.
• Work Ethic – Candidate must embrace a work ethic where enthusiasm, motivation and professionalism are fundamental. The employee must maintain a positive attitude and interest in duties, consistently apply effort, be receptive to new work assignments and take the initiative to keep assignments moving forward.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
