Duties Description Duties may include, but are not limited to:

• Supervision of the Construction & Miscellaneous Agreements Unit, the Pre-Award Evaluation Unit and the Plan Sales Unit. Responsibility for approximately 10 Full time Staff. Ensure timely and thorough completion of all tasks associated with advertising, letting and award of NYSDOT’s Capital Construction Program, contractor and subcontractor responsibility review, and processing of local and miscellaneous agreements. Maintain integration of these units, cross-train staff and improve efficiency.
• Co-Chair weekly staff-level meetings of the Contract Review Unit. Facilitate resolution of problems with contract award. Research, provide information, prepare correspondence, attend meetings, and make recommendations to the Executive Contract Review Unit as needed.
• Chair monthly DQAB/PMB/OOC/OCM staff-level meetings to facilitate coordination, and problem solve between the key Offices involved in implementing the Capital Program. Address new initiatives or legislation affecting the Capital Program.
• Oversee all Contracts functions involving the AASHTOWare software suite, including Preconstruction, Project Bids, BAMS/DSS and Bid Express. Ensure staff are involved and that Contracts’ needs are addressed. Maintain data integrity, approve access and provide training and accurate and timely reports.
• Work toward improved electronic and on-line storage and exchange of contract documents. Oversee efforts to use electronic signatures and scan and store contracts electronically rather than as hard copy.
• Represent the Department on the Council of Contracting Agencies. Maintain a good working relationship with the Department’s control agencies (OSC, AG and FHWA) and partner to resolve problems.
• Be an effective advocate for the Department with the contracting industry. Maintain good relations with contractor industry groups (AGC, CIC, GCA, LICA, etc.).
• Assist the Director as needed on all issues related to design-build contracting, public-private partnerships, and major projects.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
