Duties Description The Deputy Director of Contracts works closely with the Director in all aspects of Office of Contract Management operations. In concert with the Director, oversee and manage workflow for approximately 40 full-time staff, with
responsibility for construction contracts (including design-build & best value contracts); architectural/engineering(A/E) contracts; professional service contracts; purchasing contracts; and agreements with local governments, railroads, transit providers, airports, utilities, and a wide variety of other entities.
Coordinate, prioritize and maintain contract workflow to meet competing needs of the Regions, Main Office Program Areas, and Executive Management. Resolve and provide recommendations on complex problems and complaints regarding pending contracts, seeking guidance from legal and program areas when necessary. This
sometimes requires interaction with various offices in the Department, Regions and with staff at multiple grade levels, as well as working closely with many State Agencies as well as the Contracting Industry.
Maintain, review, implement, and continuously improve procurement policies, guidance, and procedures. Inform and advise Department staff regarding contract-related questions and best practices, as well as working with
other state entities on these issues. Serve as primary liaison to control agencies including the Office of the State Comptroller, the Office of the Attorney General and the Federal Highway Administration on contract-related issues.
Participate, and take a leadership role as necessary, in Department initiatives. Current initiatives include continuing with the Planning Forward initiative to reduce time to execute Consultant Contracts updating Purchase procedures and documents, migration to an updated Integrated Contract Management
System/Consultant Selection System software program, and ensuring all procurement policies, guidance, and procedures are current.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
