Duties Description The Medicaid Eligibility Examiner 3 (MEE 3) will work within the DEMI Bureau of Quality Management and Change Control.
Specific duties may include but are not limited to: provide supervision to lower level staff; including training; scheduling and monitoring workloads and ensuring work is completed timely and accurately; field electronic referrals from the contact center; work with appropriate staff to resolve consumer issues; review and approve proposed eligibility decisions; identify and track changes to policy and procedure documents; conduct quality (QA) reviews of recorded consumer calls using established QA procedures and maintain cooperative working relationships with other units, division, departments, and agencies to facilitate the delivery of public health insurance.
Minimum Qualifications Permanent Transfer: Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Eligibility Examiner 3, Grade 17. Promotional Provisional: Current NYS Department of Health employee with one year or more of permanent or contingent-permanent, competitive status as a Medicaid Eligibility Examiner 2, G-14, Medicaid Eligibility Examiner 2 (Spanish Language), G-14 or Medicaid Claims Examiner 2, G-14.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Medicaid Eligibility Examiner 2. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Medicare and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus.
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
