Duties Description Under the direction of the Program Director, the Product Implementation Assistant will be assigned to the Programs and Planning bureau within the Chief Strategy Office (CSO) and will serve as the Product/Project Lead responsible for managing large initiatives and cross-functional teams critical for business value development for multiple agencies from inception through closeout. The incumbent will apply product and project management experience (Agile, Hybrid, etc.) in developing Artifacts (e.g., Product/Project Management Plans/Proposals) involving product deliveries and will conduct product research, development, implementation, and releases for ITS clients, collaborating with various partners including CSO/ITS Shared Services teams, State Agencies or other entities such as Public Authorities, and local governments.
Duties include, but are not limited to, the following:
• Lead, manage, or support activities that deliver business value for agencies based on approved initiatives and projects and collaborate with cross-functional teams on product and service-focused business partnership development. leveraging product/service catalogs and proposed IT solutions based on thoroughly documented business cases.
• Support and manage enterprise and/or agency initiatives that have multiple delivery dates, manage, stakeholders’ expectations and ensuring successful phased solution implementations.
• Develop and manage detailed Product/Project Management Plan (e.g., Scope, Schedule, Cost, Communications, Quality, Risk, Issue, Change, Resource, Procurement, PM Logs etc.) applying standard PM skill-set and appropriate methodologies (Agile, Hybrid, etc.)
• Develop and manage product/project t baseline artifacts (e.g., Product Roadmap, Scope, Schedule and Budget) collaborating with cross-functional team(s) to ensure subject matter experts’ (SMEs) input and demonstrating experience in MS Project, Visio, PowerPoint, Word, Excel, and other standard ITS work collaboration tools/applications/systems.
• Plan, organize, research, gather, and evaluate system requirements, and analyze current state and future state processes, functions, and models as required.
• Collaborate with SMEs in IT product/solution research and documentation of proposals with cost benefits analysis, roadmaps/forecasting, procurement, partnership opportunities and alternatives.
• Facilitate collaboration sessions, project meetings, and requirements gathering/JAD sessions, and document session outcomes and follow up on action items.
• Manage the day-to-day product/project activities and deliveries of high priority/other initiatives and follows industry standard Secure Systems Development Lifecycle (SSDLC) and required ITS required standards for IT solution and product deliveries.
• Lead and work with project team in issue resolution activities related to projects, programs, resourcing constraints, etc.
• Participate in governance as needed by CSO leadership/management.
• Mentor lower-level Project Managers with hard/soft skills required for the effective management of projects and initiatives.
• Perform a full range of supervisory duties.
Minimum Qualifications • Eight (8) years of experience in Project Management, Business Administration, Computer Science, Marketing, Product Management, Market Research & Proposal Development or related field.
• A Bachelor's degree will substitute for four (4) years of experience, a Master’s Degree will substitute for an additional year of service; a Ph.D. will substitute for an additional year.
