Duties Description Under the direction of an Associate Budgeting Analyst in the Bureau of Budget Management (Bureau), the incumbent will perform the following:
• Assist with State Operations budgeting activities, including monitoring and analysis of staff and non-personal services expenditures, central administrative spending including Information Technology fiscal activities, and operations of 12 Addiction Treatment Centers (ATCs), including tracking overtime and contractual services spending
• Assist in the development of various transactions in SFS and NYSTEP, consistent with enacted appropriations, grants, controlling ledgers, organizational charts, and Office of the State Comptroller (OSC) and Division of the Budget (DOB) guidelines
• Assists in the preparation and development of the OASAS annual budget request including the preparation of tabular and narrative justifications and detail development of budget amounts.
• Assist in monitoring and reporting of Federal Substance Abuse Prevention and Treatment grant funding.
• Prepare internal and external communications and participate in meetings.
• Work regularly in Excel, including pivot tables.
• Assist in the preparation and completion of Bureau assignments and other relevant duties as necessary.
• Other duties as assigned.
Minimum Qualifications MIMINUM QUALIFICATIONS
Non-Competitive HELPS:
Trainee 1: A bachelor's or higher degree OR
Trainee 2: A bachelor's or higher degree and one year of professional experience in budget estimation, justification, and expenditure control functions. (A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.)
Senior Budgeting Analyst: A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions. (A Juris Doctor, master’s, or higher degree in a related field can substitute for one year of specialized experience).
Full Performance level: A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions.
Transfer:
In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
55b/c:
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law AND meet the Non-Competitive HELPS minimum qualifications above. Please provide a copy of your eligibility letter with your response.
Permanent status as a Senior Budgeting Analyst and interested in transfer; OR reachable for permanent appointment on the current Civil Service eligible list; OR eligible for transfer via Section 70.1, 70.4 or 52.6 of the Civil Service Law.
*Position may be filled at the trainee level by the appointment of a candidate reachable on the PATT or PCO eligible lists.
Additional Comments Salary For Full GR 18 and Trainee levels-
$65,001 - $82,656 (G-18 level)
$52,198 – $66,634 (Trainee 1)
$58,247 - $74,135 (Trainee 2)
